Really can't say this enough -- you should be learning modeling in your spare time. The concepts that you make are great but imagine being able to fully realize them yourself.
I was always more of a concept/2D art guy myself but I had the motivation to really get into 3D modeling and I'm now closer than I've ever been to getting something in-game. I never thought I could 3D model a few years ago, but it's really not as impossible to learn as you might think. Especially lower-res models like what Dota 2 uses.
Man, I'm tired of doing TF2 stuff for a while. Thought DOTA might be a good place to go to next.

You have a lot of damn good concepts. I'm surprised you haven't tried modeling them yourself. You clearly have a passion for the items you are making and want to see them be realized to their full potential. You have awesome 2d skills which could easily be translated to 3d sculpting programs like Mudbox or Zbrush.
You should look at the guide vlad made. It does a good job showing you all the basics of how to get your item in game.

This is also a very good old tutorial for counter strike that teaches you how to Polygonaly model. It's what I started with when I 1st began modeling and it helped me a lot.

I don't like the mace, it seems too generic in comparison to the rest of the set.

The weapon looks good, but it doesn't seem to fit rest of the set. Many Void sets bring in a lot of Green in all items, but in this set all green is gone except for the mace (The gems aren't all that big). If the particle effect was toned (which I believe can't be, at least in the Workshop) it could work.
Overall the set gives a very menacing and ruthless look to him (as opposed to the usual Void who cracks mace jokes with a big grin), but the bright green glow in his weapon cuts that feel a bit. Green glow wouldn't be as bad if it also gave a more menacing and "horroresque" feel to it. Deeper color, maybe an effect that has weight to it.

Having the blade be a different color is fine as long as it is meant to come with another item where the color can match something jugg is wearing or it could just be me going crazy since the blue isn't close enough on the color wheel to anything jugg has on.
the naga set fits the color scheme, they've explained it.
Imo that Jugger sword would probably look best black or grey.
It'd look good in a bloodstone red.
