The head guards are the moderators. gold members are the rich people, non-golds are the peasants. The prisoners/slaves are known shit posters who have been banned. Could work.
And there is a skeleton in the dungeon named doug.

It would be interesting if there were different "head guards" looking over certain areas with different personalities and policies depending on the areas they're supposed to be watching over. That could work. But remember that this city is not part of any faction, so it doesn't have jarl. It has own leader (propably some realy rich person).

I was thinking that the slaves work at the deepest parts of the mines. Mining dragon fossils for the leader in subhumane conditions. It has own leader (propably some realy rich person).[/QUOTE] It should have a Jarl, but instead of an alliance, the Guards (or lack thereof) wear bright white to show that s/he [the Jarl] hasn't made a choice on Stormcloak or Imperial. If the player chooses to pick a side, and cures the Jarl of her/his curse, they will join the respective side.

He needs to come off as a person who just gets away with doing whatever he wants and is of a [URL=http://ztoe.net/wp-content/uploads/2007/06/alignment1.gif][I]chaotic nutral[/I][/URL] alignment. (starting problems in the town just for the fun of it) Also there should also be a book somewhere in the the town about the towns founder "Oskutin"

It'd be easier if it were just some other fantastical mineral. Like the Elder Scrolls equivalent of uranium or something.

I think the leader should be a jarl and have the same kind of system, but when asked, anyone will tell you that the city operates outside of Skyrim's government and has no allegiance to either side. And paid for by whoever owns a house or anything. guards and stuff are paid by rich vampire jarl.

I'd like to work on this, anyone have any ideas for one of the smaller buildings?
