When shit hits the fan, everyone pulls out a weapon and starts hitting things.

That'd be lore friendly, and a good reason for the other people of Skyrim not to acknowledge the city. The town guard could consist partly of pirates. Also, it would explain a larger-than-average beastfolk presence.

I guess it would make sense to have pirates as part of the town guard. If it's a pirate/slaver haven they'd be willing to defend it.
Also, since Luftahraan is a sovereign state, the leader should be called the Sovereign. It sounds better than Leader, and makes much more sense than Jarl.

Not really disliked, but just didn't enjoy being in them.

Something like Dunbarrow Cove from oblivion?
Well the leader could have alliance and contract with pirates. And pirates have small base on another isle near Luftahraan?

I have an idea. You know the suggestion about the jarl being evil and bloodthirsty? What if, once he is exposed, he gets executed and they pick a new Jarl with an election. Based on how popular you are in the town, doing deeds for or against certain parties, they will vote for you or another person. Some of the quests help certain people at the expense of others, so if you want to become the jarl it puts a certain moral dilema in the decisions of who you aid: The influential thalmor, or the desperate beggar
