Apologies if I'm thinking of something else than what you are, couldn't find any early mention of it in the thread so I just assumed you're planning on bringing over the paintbrush from that one Oblivion quest.
My idea was just a shop/house that is selling all the goods an old redguard has acquired from his adventuring.
Could someone sort of summarize what we have so far by way of a backstory/theme/lore/main quest/whatever for this? I'm a little lost at the moment.

I'm introducing Nemden Lythandas, grandson of Rythe Lythandas. I'm not sure whether to make him as quirky as you mention him or a pretty straightforward guy with a similar dilemma as Rythe had in Oblivion.

Maybe it can be something like "I/My father fell in love with rumors of beautiful blue and white mountains that moved on the see and gray mountains, so high they split the clouds with their peaks!". It feels like something like that fits since every non-native person in Skyrim has an option to be asked that.

He painted things like dragons and beasts and murders to try and kill his captors and slaughter everyone in order to make it out, but he couldn't bring what he painted out of the painting, so he would lure people in and throw them into the paintings to murder. You meet him and... Well here there are a lot of paths we can take, but the one I'm thinking boils down to he throws you in, you fight your way out and he explains his situation so you don't murder him.

If you want the underground cave to be huge and interesting it should have a huge pit that takes up the vast majority of the area, with scaffolding and ledges all around with inaccessible structures poking out from all angles. He finds a painting out in the main body of Skyrim and comes to Luftahraan because of its looking suspicious (or someone who notices the problem asks you to go investigate). If not that then we could also use that as a way to attract the player to the quest once they are in the city with pub talk like "Have you seen Lythandas' recent works? Something's messed up in the man's head." We also need to tackle some little things like how they keep him locked down.
