I got an idea, I can't do shit with the CK, but maybe someone could do it.
Maybe in the city there would be a huge tower that leads up to the Jarl's or Leader's pet. It would be a friendly ancient dragon that rests ontop of the tower. It has grown too old to be cooped up over looking the city, and wishes to be given an honorable death.
The tower would have large overhangs that allow a little bit of cover, but not much. So the combat will be devastating, and the player will have to hop cover often. So he just can't stay in one cover the entire battle.
Just an idea.

The tower would have to be gigantic, scripting dragon fights is probably a total bitch, and it wouldn't be lore friendly. Plus, I don't think dragons are mortal anyway.

I didn't say that he was going to die soon from old age, I just said they he was getting tired of being a leader's pet his entire life.
And the only thing you would have to script is too stop him from going outside the tower's boundres.
Plus it's just an idea, you can twist it around as much as you want to make it work.
How does one embed Sound Cloud files? I've got a psyker voice that I quite like that could function as a bottom dweller quest figure or a royal official.

Maybe a leader somewhere along the lines of [I]Through the Dragon's Eyes[/I] By Steven King.
Spoiled dumbass kid is made king/jarl/whatever, his father was secretly killed by the royal wizard in a power-hungry plot to wreak havok (He's actually a demon who has fucked shit up for the place numerous times over the course of hundreds of years). The murder is pinned on the other son, who would make an awesome king, but he is framed and locked at the top of a tower. Quest line involves helping him escape and killing the demon wizard.

For the leader voice, I would like to see a difference from the BIG BOLD MANLY MAN voice the majority of in game characters have. I want to see a weedy kind of guy. He is constantly nervous that people know his secret, and is extremely awkward because of it.
I could try and do it - someone PM me to do a jarl/leader voice so I can read the PM tomorrow and remember to do it, I am going to sleep now.
Might as well turn this into Twin Peaks: Skyrim Edition with all this crazy quirky business.

A werewolf could be cool. Its not that it was a [I]bad[/I] idea, just an already [I]used[/I] one.
If the corrupt leader idea goes through it might be interesting to have an exiled noble hiding out in the woods/on a farm as part of a 'cure/eliminate the Jarl' quest. Perhaps the integration of the city into Skyrim could have a courier letter from the noble asking you to come help with the city.
I mean, it would be pretty weird to waltz on in and start messing with the Jarl. Not like we've done that to the other assholish Jarls in Skyrim.
I think we should probably have more content before we start discussing personality quirks of characters that may or may not end up being included.

I'd really like to contribute, but I'm a bit of an amateur at the Creation Kit and I work a bit slow. However, my part only really edits one house of the whole town (assuming there's any left, of course), so I was thinking of starting the cells independent of the town itself now and editing what I need to edit of the town later, but I don't know if there's a way to import data from one mod to another. Is there?
I'd love to contribute some CK work to this. Although I haven't released anything for Skyrim, I have dabbled around with the creation kit (along with the various construction sets for Bethesda's previously released games) quite a healthy amount, if I do say so myself, and I've love the chance to work on a project like this.
I have used the GECK since it was realeased, I could do some character design if its not taken.

Thing is though, if you stab the guy in the face, sabotage the death camp, etc, then the lives of the people in the town will be ruined. The player shouldn't be forced to execute a man just because he has a has a fucked up method of keeping his people safe and happy.
I like the idea of the person who rules the town is someone who hasn't been seen in years but has a presence in the town just so you don't have cliche quests that "He's a vampire!" "he's a tyrant!" "He's a little kid!". He could be any of those, but no one has seen him, so no one knows.
Unless you can do like a like W40K's Emperor and him being dead but incredibly influential.
Oh yeah, and if we're going for a fairly non-serious theme, idea for a quest:
Two temples of Mara in the city. One dedicated mainly to the solemn pursuits as preached by the temple in Riften, and one dedicated to the shit revolving around Mara being seen as a goddess of fertility, and naturally, there's some pretty major disputes between the two groups. When the player arrives in the town, he finds the two temples closed down, and investigating a bit, finds that the disputes have turned violent.
A member of one of the churches has been found to have been murdered, killed through some crazy ass sexual shit, and the player is called in to investigate the shit out of it, determine who committed the murder, and get that shit dealt with. Insert humour as necessary, of course.
The Jarl/king/whateverthefuck is long dead, however, the court wizard and his minions have fooled the people into believing he his still alive so that he can control it secretly. Dovakhin tries to talk to Jarl/king/whateverthefuck but is constantly denied. When he goes to sleep / walks through town at night, he is attacked by assassins. When he loots one of their bodies, he finds the assassination contract from the court wizard and shit goes down.
Maybe raise a rebellion?
This is getting absolutely awesome, especially with that ridiculously sexy voice acting.
