At the speech check the first option should be (Persuade) and the second (Intimidate) due to its hostile nature.

Firstly, have you looked through my Idea Sheet, because I might point to some things that I wrote down there. Secondly I think it's a good quest, but here's a few thing that I thought about when I read through it.
To begin with I don’t really get the first point. What do you mean by speak to a Inn Keeper or Guard? Why would they tell you to talk to the leader if Luftahraan? I think it shouldn't be that easy to just walk up and talk to the highest positioned person of a city and talk to them. The only way I would see that happening is if you would go there for the reason that you are the dragonborn. But if you don’t get that message across that the king accept to hear what you have to say because you are the dragonborn I find it very unlikely that he would have any interest what so ever to hear what you have to say.
The Idea of the player overhearing the pirates talking is not a bad idea. But it should be like when you overhear the pirates talking you get a new quest that consists of finding out more about the pirates. And if the player confronts the pirate he will get the option to intimidate or persuade. But if the player don’t have enough skill the pirates will just tell the player to fuck off.
The part where the player have to retrieve some equipment is good.
Personally I think that you take killing to customary. I don’t think killing people would be very well embraced. If you kill the pirate that you help retrieve the equipment for, I don’t think the captain would take that very lightly. I think that only the captain would be able to execute members without consequences. If they for example someone displeases him he would be able to take the decision to kill someone.
We might be able to change it so that instead of killing the pirate, the captain intervenes before one of you gets low on health. (Or just before the pirate gets low on health, since the captain doesn't care for you.)
As I wrote in my Idea sheet I like the idea of there being several captains (like three) and then they all have a crew each. Then there is one “leader” of the guild. This “leader” is obviously the one who leads the captains, and the captains respond to him. The player will not meet this person until late in the questline. The captain will say that he’s been watching the player, and he wants the player to get his own crew and his own ship.
Just my 2 cents. That’s all I’ve got for now.
When you ask an innkeeper for work, they often say, "Go speak to the Jarl." And of course you wouldn't be able to speak to the Sovereign. No, they just direct you to the palace, where you overhear the conversation. My idea for speaking to the leader is for a different quest, unrelated to the pirates.
Secondly it's not much of your typical Skyrim, "Herp killing people." I was thinking on the lines of, this guy just ran away from me without payment. These aren't normal pirates, they're an organized guild, so I think honor is at the stake. It's a duel, like where two people wait on a line before they fight.
Now nothing is finalized, and I really like the idea of keeping the "leader" of the guild to remain away until the end.

This is the main problem I had with your intro. Why would the player get to meet with the king of luftahraan? He is much more important then your average jarl.
And I don't like the idea of overhearing somebody that much, the player might be doing something else and not hear him and then the player must do this specific thing to continue the quest.
Meaning there is a big chance that the player will just ignore that and miss the whole guild.
Oh and I got DCed yesterday and now I'm back and people are talking about "Sovereign" and "KGB". The hell is that ?
Early on some users gave these names and KGB. It's somewhere but I'm on da phone. Also what would you guys prefer? Maybe have the inn keepers say, "Go and meet blank, the Head of Blank. He has some work. Then that leads into both pirates and some other quest?
Ye, and they won't even let you meet him, untill the "KGB" missions and mainquest.

Alright I am going to gather all the information that has been made with the intro of the pirate guild, create a new document explaining what I want to be done so we can start creating this in the CK.
(I feel wrong saying "what I want" but I guess oskutin is cool with me being like a "game director" of the pirate guild.)
I hope you guys are cool with me mashing together your work like this.

Wheeze if you look through the pages you will find a lot of new information. All about KGB and Sovereign is explained in one of the Google Docs.

I think it'll be easier to come up with a fitting name as the leadership is developed. But...
You know how the Emperor had the Blades? Well, the KGB seems to be sort of a spin-off on them. I say we call them the Sabres.

I don't think that KGB and the pirates should help each other. On the contrary they should have some sort of unspoken hatred for each other. Not enough to be at war, but enough to not help each other and stay out of each others business. Could be a pirate quest to infiltrate KGB, or something.

Yeah, if we can get that into the story in a good way it would be awesome to have some sort of tension between the two groups.
I think the Pirate Guild and the Sovereign had some deal going on, or are secretly in some sort of illegal business with each other. (maybe smuggling skooma or something)
I saw a footnote on Thalmor influence on Luftahraan, so I took a turn at writing something on that. Again, please tell me what needs change:
