I can't imagine even a Thalmor fleet being able to survive a journey that long without already having bases in those two provinces, which would remove the necessity for a Luftahraan base. If I were a Thalmor general, I'd want Luftahraan to thrive and be a thorn in the Imperial's side, much like the Stormcloaks. ...maybe there could be a rival pirate faction funded by the Thalmor?

I'll rework it a bit later. To those editing the luftahraan google spreadsheet: Please merge cells. There is a button with 2 arrows pointing at each other in the toolbar in the google spreadsheet thing. Use it. Having 1 large cell effecting the size of the whole row looks ugly.

Actually for the most part it should work out well. A lot of characters listed are actually living in the sewers, so all that's really needed is to add an extra bedroll or two for them. All the business owners could own living quarters in their businesses, the Imperial diplomat and the Thalmor agent could stay at the inn, the sailor type characters could just hang out by the docks, the cult leaders would generally stay inside the temple, Lorod and the arena announcer would stay in the arena (or maybe the former in the slave area, dunno), etc. Then the only people needing regular interiors would be the Ruuz family, Evette and her daughter, Erich, and Ghoragdush the orc blacksmith.

Maybe a god made that dream appear so that he could find the remnants and keep them out of the hands of mankind? The Sovereign could be wanting to become godlike or something like that.

Sure, it might not have the same amount of flair as you'd expect it to have with the limitations that are in place, but it is completely possible. I've seen a lot of incredible things done by the modding communities of both Oblivion and Skyrim, so I have no doubt it's possible (I've actually seen mods that made pilotable naval vessels and island raids and such), but it'd take a lot of effort that could detract from the rest of the mod. Which is why it's probably best to do it close-to-last as there is so much potential for content in itself that it could be very overwhelming. Of course, assuming you do go that route.
Well we can make something like: 1) Random pirate sees enemy ship far away 2) Captain tells you to go down into the lower depths of the ship and help with cannons or something 3) Enter lower decks, fire cannons, go back to main deck all with various effects like there's intense fighting going on out there 4) Enter main deck, enemy ship now close enough to player ship, planks have been placed so that the ships are connected and the pirates rush over to kill each other
Also, if there's any more menial tasks I can do to help contribute, I'd be more than happy to help. I don't have a lot of experience, but I know my way around the CK. Not much I can actually do, but I thought I'd offer my support anyhow if I'm going to make any sort of suggestion.
I'm 18 but have (unfortunately) not a really deep voice so if anyone needs a teen/child voice, I'd be willing to attempt some voice acting.

Okej I've got a idea that I wanna bounce of you guys. So Mario posted an idea [URL="http://facepunch.com/threads/1165664?p=35424685&viewfull=1#post35424685"]here[/URL], which consists of the player getting placed on an island and then having to prove himself to the guild. I like the idea of the idea of the player beeing on a island at some point. But maybe not to prove himself. But what if one of the quests are that the player have to move some slaves overseas. (Or skoom) But on the way they get shipwrecked on an island. The problem is that the shipwrecking won't be very cinematic... It will most likely be that the player wakes up on an island and a message appear where it says like “Oh no, you’ve been shipwrecked” and then the player has to find the wreck of the ship to get his equipment back, and escape the island somehow. And if we say that the player are moving slaves, the slaves that survived the wreck can be the enemies. Because as someone said before me, it makes more sense to have some of the pirates quests be at sea. Just and idea thought.
