I agree, single words that describe their power are quite effective. In this case, arm could describe reach, like that their control are reaching all over the city.

Maybe the way the secret police force is set up is that none of them know each other, and only their handler knows the identity of each operative. There could be maybe two or three handlers that give orders and receive information from the operatives, and the handlers report directly to the city's leader. So, kind of like how the Night Mother speaks to the Listener, and the Listener talks to the other Dark Brotherhood members, the city's leader would speak directly to the Handlers, and the Handlers would then relay the orders to individual operatives.
That way, even the operatives don't know who's part of the secret police force, with the operatives being super paranoid about accidentally doing something that might annoy the other operatives and end with them being jailed or something. It'd also mean that the entire system would basically fall apart if the leader of the city ever died - which, if you're going along with the vampire idea, would perhaps be an indicator that the leader is in fact immortal.
I dunno, I thought it'd be funny if the secret police operatives were as paranoid about the secret police as the ordinary citizens were.

I have ideas for crime faction (The ones what determinate you'r bounty and what prison you go).
We should have 2 crime factions in luftahraan:

1x bounty multiplier.
When caught, player goes to the prison inside the barracks.
Normal citizens.
[B]KGB:[/B]
5x bounty multiplier.
When caught, player will be a slave inside the mines.
Rich and powerfull citizens (They'll should also be part of the common crime faction, so it adds bounty to the both?)
So this means when player steals from rich/powerfull citizens, he/she gets hunted by KGB.
And pirate crime faction?

Because we're nearing the point that of we don't start writing quests, we'll reach a bottle neck, and by organizing the writers we can write and incorporate quests much more efficiently. Two writers will not get everything done, and there are a lot people that would love to contribute but don't have CK. I even apologized last page saying I'm sorry if I'm overstepping.
I have nothing agains it aslong it's about mainquest and other questlines.

The plan I've been discussing with people is that the writing department is going to split into different departments, then we can have people do quest lines, NPC dialogue, log info, back stories, lore, and custom arts and books all in circular development. Each department is going to have a head, and Zeldar will relay all finalized and finished quest lines, etc to you guys. That way if one person can't write, we don't get bottlenecked because someone else will be with them in their department.
That's the gist anyway.

I never knew we had any discussion on this matter so I thought you were just self proclaiming yourself to be an organizer of some sorts. I hope you guys understand where I'm coming from here. Sorry.
But you want to prevent bottlenecking but we already are bottlenecked with the lack of contributors.

Alright people, today's first weekly meeting with the writing staff has been very fruitful. We have been able to begin crucial bits of organization. The meeting has concluded with some points:

Hello, sorry to bother you all but i would just like to say i think this is absoloutley terriffic. The effort you have all put into this project is fenominal. I've only known about this for a few days, but i have gone from the first page of the thread and read every post (just to know all the gossip ;P) from start to finish and i am just gobsmacked. I will continue to follow the progress of the mod, but unfortunatley, i do not have a good enough PC for Skyrim, so i wont be able to download (or contribute to) Luftahraan. I wish i could contribute in any way, but i see that as a very low possibilty. Once again, i apologise for any bother, im just giving my feedback to this wonderful project. Well done, good sirs.
