I totally agree that almost all characters in this game are spread too thin. I was expecting more things to happen with Butcher but they introduced Locke instead. I was expecting Bain to get mad at Vlad for stealing nukes, even a mission where we kill Vlad but that's completely ignored and now we're pulling coke out of goat's ass for him. I thought they'd continue the story of John Wick (guess that one's about copyright issues though) or Jiro like you mentioned but they focused on Bodhi and probably add Sydney before returning to unfinished stories.
Is it about money, is it easier to sell new and exciting character than doing "just more of the same"?
I'd be ok with another absolutely moronic character like Jiro if I could understand what they said. If you're gonna meme it up with shitty jokes and poorly done references on a screechy voice you might aswell do it in english.

Jiro's voicework is fine- he's accurately depicting the way yakuza members speak both in fiction and to some degree in real life, exaggerated syllables and all. If you google something like "yakuza dialect" you'll find a bunch of examples.
And what are people talking about with memes? The only memes that I can think of are the set of masks and some of the DW achievement images. I find the torrent of complaints far more disruptive.

I honestly couldn't care. It's still extremely annoying, jarring and completely out of place in the game, specially when the voice actor is particularly renown for having a very deep and very pleasant voice when it comes to doing english VA work.
It really feels like a joke that was played out of proportion. Like Dragan or Wolf's occassional regional lines, but overdone to shit to the point where it's not even worth listening to anymore.

Re listening to the unused voice lines I feel like No Mercy or the Diamond will be coming before Green Bridge or Heat Street.

While I'm not opposed, that's more of a cosmetic thing. I'm more interested in adjusting gameplay to be difficult without going to the particularly unbalanced damage/health dynamics of DW.

Because they are using DMG Car-4 rifles, not proper sniper ones.
Is Green Harvest DW stealthable? I've done it on OVK by destroying all cameras but DW has Titan cameras. I assume it is, because of the two camera rooms, but does anyone know how?

Right now, it's a bit RNG reliant on DW, and I apologize for that.
I'm looking into solutions for this. For now, you'll just have to move carefully and hope a camera didn't spawn facing the vault.
