Overkill's translation is basically the equivalent of saying "Barrel Range Long Experimental", they put the words through google translate and messed up the whole language.
If you pay attention to the wording you'll notice that the words are reversed, that's what he's trying to say.

It may sound trivial but this is one of the things that piss me off the most about Payday 2.
Overkill doesn't even bother doing research about countries, languages and location they represent in the game.
The translations are shit, lot of maps lack details and diversity and most of the non-american characters are literal stereotypes.
Irish character ? Let's name her Clover and give her a Shillelagh.
Ukrainian character ? Lol vodka & sputnik all day.
Scottish character ? Make a fat ugly woman with a whiskey bottle.

Dallas would have the same mask but with a cowboy hat, would use a cattle prod for a melee, and would be voiced by the TF2 engineer (cloaker's sapping my Hoxton). Hox would have the ever popular Union Jack pattern on his mask and a British version of the spear of freedom for melee. Wolf would be voiced by the Swedish chef (bork börk bork), always be depicted with the Ak5, and have surströmming grenades.
For what it's worth though, Sokol isn't all that stereotypical. Yeah he kinda ended up being slavic Houston but the alternative was being vodka vodka cyka blyat. Also as someone of Croatian descent I can say that Dragan is not that far from the truth.

He spent his entire life in Japan in organized crime, and what he didn't spend in organized crime was spent in prison. He gets out, kills the people who put him there, then basically immediately heads to America to find the guy who knows where his son is. He never really spent much time taking English lessons because he arguably doesn't give a shit about America.

For what it's worth, I've talked with people who speak Japanese and what they're saying is that Jiro's dialogue is, while not necessarily wrong, a very basic level. The sort of speech patterns you'd present after a year or so of lessons in high school, not as if it were a first language.
