There already is skins in KF1, it's just optional DLC though that doesn't do anything. I seriously doubt Tripwire would go that route, and if they did I'd be even more disappointed in them than I was with OVK considering how Tripwire nearly went bankrupt trying to do good things for their consumer base and constantly released free content.

Tripwire later released paid weapon packs in Killing Floor with new weapons. It upset the community because the balance was questionable (and included the only ranged weapon for Berzerkers.)
Considering that KF2 already has a Zweihander (which can be shared, however!) that is almost statistically better than the Pulverizer in every way, as a tie in with Chivalry, I wouldn't put as much faith in Tripwire as you are. They also originally slated the release date to be prior to 2016, but are still 5 classes short (with only one currently WiP/near completion.)

Realistically, the weapon DLCs in KF1 were done quite well in comparison to PD2. Almost all the weapons added, that were not reskins, were basically side-grades to similar weapons in the game. They even tweaked base game weapons so that the DLC weapons were not the only way to achieve an effect. Knock back from steampunk shotgun and the scythe's range were added, the Dbl barrel and the Axe were made to be similar. It boiled down to preferred play style. Now the Buzzsaw bow was an issue, but it was still really expensive for the Berzerker.
Payday 2 on the other hand kept pumping out superior weapons in the DLCs without regard for the base content in the game. The new guns did better damage, more accuracy, more mods, ect. They were going about DLC very wrong. The guns should have been side-grades that catered to different play styles rather than straight upgrades. They weren't doing that until the last few DLCs.
So far, right now, the weapons are about as balanced as they ever have been through out the entire lifetime of the game. This excluding the skins though. This is what ruins the balancing that they have done. They still has some more tweaks to go on the weapon balance so some assault rifles don't have shit accuracy and to make auto shotguns worth using again.

Wouldn't the Pulverizer still have the shotgun blast alt-attack that the Zweihander would be missing? Sounds like a decent sidegrade to me, more base power but less burst power, so it's better for sustained DPS.

I am not disagreeing with this, I just wanted to state that they weren't purely cosmetic and it caused a little drama when it happened. Thematically, it got a little fucked with a Steampunk addition on top of a "future weapon" addition where generic real world firearms got silly beep-boop sounds added to their animations. Go figure that IJC, the people behind them, got half of their generic slop added to KF2's newest workshop accepted additions.

Zweihander's damage is piercing instead of blunt, or something to that effect, and benefits from having no ammo management, faster swings, same weight, cheaper cost, and a few other min-max stuff. It's DPS is insanely higher and more manageable on large ZEDs, as well as handling smaller ZEDs easier with the stab. Considering that, outside of single player, the Pulverizer's shotgun attack, even to the head, is not a kill for Scrakes/Zeds makes the faster swings of the Zwei more favorable. Especially with late-tier Berzerker skills that allow you to knock down ZEDs with heavy attacks (which the Sledge cannot then do until it's out of ammo.)

Ashley attempted to make it crystal clear to Almir in the Twitch interview multiple times that this is their last chance to win back some of the community's respect. Maybe he'll listen, maybe he won't. To be honest I wasn't upset at all when the skins first dropped, but the horrendous "PR" job that Starbreeze is doing on top of the awful choice of reward for the Completely Overkill Pack has me less than impressed.
I mean, not to toot my own horn here, but from the gaming PR internships that I've had in the past really haven't been hard. All you need to do is empathize with the community when something goes wrong. Listen to them, understand why they're upset, and do everything within your power that's financially feasible to make it up to them.

I don't work in PR and even I know this is true. Telling your loud, angry community that they're just a vocal minority and nothing will be done to alleviate their concerns is going to piss a lot of people off.
So after 3 weeks of waiting they finally got me my drills and safes... and I unboxed crap
I would've been fine with the MT's of Crimefest if Almir didn't claim that people love it and add ANOTHER boost that even crippled the community with pubs now kicking for not having boost skins
