I think the reason valve made it so people with ranks have to level up to level 3 and people with 5 year coin etc is because its too easy to buy accounts right now with ranks etc so to still limit smurfs they had too.

Any half decent account website has shitloads of people who sell preranked accounts already. And they aint expensive.

It's a matter of inconvenience. People who will want to smurf or hack on new accounts can still do so, but it's all about getting rid of the few percent who wont anymore, which is a massive improvement over doing absolutely nothing about it.
