It's not overloaded, since when it actually works it works just fine. The whole thing is just shitty and there are some obvious issues that I don't know how they could've been overlooked.

I just noticed you can tase animals... I've been sat here for 5 minutes tasing the same cat over and over.
What is wrong with me.
Disappointment. I realised you cannot make a death-race inside Fort Zancudo because it's a Restricted Area and won't let you place checkpoints there, so the idea died. Then I remembered one dead spot where you could place a checkpoint, so I thought maybe a race that ends with you ramping in and heading to the finish line? I threw together a mock race to test it, only to be greeted with the fact that entering Fort Zancudo during a race does not trigger a wanted rating, and even if a wanted level has been acquired, enemy soldiers do not spawn anywhere inside the base. Not even generic police, making the entire place the opposite of what I'd hoped, a complete safe haven devoid of enemies.
Quick question, can you level up skills while in passive mode?
I want my character to get better at flying but I'm worried I'll get shot down so can I grind it while in passive mode?

Go to the San Andreas Flight School, you get like 4 levels on your flying skill if you complete it (probably maxes out if you do everything Gold, but I have only half Gold).

How do you steal the fighter jet anymore!?
I used to be able to pull that off on the PS3, but the fucking homing missiles SWAT you out of the sky in SECONDS in this version. It used to take a LOT longer for a lock, and you at least had an opportunity to dodge, but I lift off 20 feet in the air and get my ass blown off EVERY TIME.
Did they add flares to the game and failed to tell anyone? This CAN'T be right.

The military AA can't lock on if you fly just over ground level
So after a year and something I finally got to play GTA 5. Luckily, I didn't spoil myself that much (to be honest, there wasn't any twist so far, just great dialog and scenes). Unfortunately I had to run it really low but at least it has smooth framerate. It actually run bad at the start but now it's all good, maybe it's time to bump up the graphics a bit. I can see why it won so many awards. I personally didn't like GTA 4 very much and this is improved in every way possible. Plus a lot of the gameplay feels like Max Payne 3 which is awesome. I simply love a good animation system.

I'm not trying to break IN, that's not the problem. I'm talking about getting OUT with the damn thing. I HAVE to be able to clear the fences to not crash. I'm not taking off at a 45 degree angle, I'm skimming the ground as much as possible, and the choppers kill me IMMEDIATELY. I'm not even fifty feet over the ground!

This is single player, by the way. I've already seen videos of online players doing it with damn near zero npc's to contend with. Me, I'm dodging a neverending barrage of attack choppers, soldiers and tanks. There's no time to fuck around.

Steal the one in the hangar, just parachute right into it, enter the jet and full thrust+pull up straight away, the ground forces won't have time to even find you and you'll get shot by like one AA missile on the way out at worst.

So whenever I try to play GTA V, there's always some kind of frame rate issue every few second that make the game choppy on the menu screen. Anyone have any idea what to do?

You can normally evade homing missiles with strong continuous turning
I really hope someone will make a mod that makes the occlusion culling less aggressive.
I can literally just look at a car or some NPCs, turn around for a few seconds and they'll be gone, it's gross
