If the game didn't have some sort of function that said "SPAWN_CAR xxxx", then the trainer couldn't do it. Everything you see in the video is just repurposing of scripts that the game uses for other things, like spawning certain cars for cutscenes or changing the time of day appropriately for a mission.

Then again I did have my best buddy with me so it was with two pubbies. It's quite easy to do, friend flying the plane and I'm doing the officer job.
