Wasn't the whole "Fun" value thing a fuckup on Toby's end?
I swear I heard that he just forgot to capitalize the "F", so Gaster never ends up appearing in normal gameplay.
Essentially, he meant for the Gaster stuff to be super rare stuff, it'll happen once, when you least expect it, or maybe never even happen at all.
I might be wrong though, so don't take my word for it.
