From what I can tell, it's because in the kickstarter campaign everyone on the dev team were represented by [URL="https://www.kickstarter.com/projects/1002143342/undertale/description"]variants of the annoying dog[/URL], including Tuyoki (Temmie Chang). You can see the older design in the History Of Tem.

There's also an image Tuyoki made for Toby's birthday back in like 2013 that has the same styled Temmie.

Just a lil' nitpick, but isn't sans supposed to have a white t-shirt under his hoodie?
Other than that, even though the style isn't necessarily very Undertale-y, is pretty gud. I personally really like the chromatic abberration

His battle sprite says otherwise.
So this has probably been answered before but I need to know. [sp] If Flowey's memory is wiped after every reset just like every other monster in the underground. How does he know about us killing Toriel in another timeline? Does only true resets actually wipe he's memory? [/sp]

[sp]his memory isn't reset because he has some determination. It's just that you have more than him[/sp]
and yes to that latter part.
