That's not a balance issue, certain characters will scale better with stacks (such as D.vas effectively having a permanent defense matrix by alternating) and that's unavoidable with balancing based on durations and cooldowns

EDIT: But one character not being worth picking over another for the first pick is

Use her right click when you have high energy and you're close range if they have a lot of health, it does a lot of damage and also has the ability to splash, then you can laser them down.

You have to be aware of enemies around you and their placements, Zarya does exceptionally well at over-extending for kills if the enemy team has no initial way to burst her down at that given moment.

No Mcree, Reaper or a high-damaging burst tank near you? You can probably get away with over-extending to a reasonable degree, hit them really hard or even focus down for kills; then run back to the safety of your team/entrenchment spot.

also make sure you're relatively high energy and have your shield off cooldown when you ult

a good zarya will catch multiple enemies in an ult and kill them all herself

And always reload before you ult, you don't want to be energy balling them and then run out of ammo, it takes about 2 seconds to reload and your ult only lasts 4 seconds. Make it count.

Torb and Sym have around 60% winrate and they're both still trash characters. You can't compare winrate to say a character is balanced or not..

torb and sym aren't the second most played character in the game

if you nerf mccree to reduce his damage output (with range or raw damage numbers), then soldier 76 replaces him, because that's exactly what fucking happened when he was nerfed - this was a problem in the closed beta and has not changed, when you have two characters that fit the same role, it's extremely difficult to get them in parity

how about instead of swapping the fotm mid-range dps, they fix the fact that defence heroes are critically underplayed and have been since the game has been released - or the fact that the support meta is the most stagnant that it has [I]EVER[/I]​ been, despite the inclusion of a new support hero.
