Although obviously some players will learn faster or better than others, causing some noise in this calculation, I would say this is very much true when we discuss players who aren't yet even above 100 with this kind of level difference.
This is a hero-based shooter. In present-day competitive play, it is a common problem even in rank 70+ where you'll find players who are really good at one hero...and absolutely nothing else. It's frustrating, because it makes getting a good team composition impossible. A system that doesn't account for level isn't accounting for how well that player is with a diverse set of heroes, rather than just one or two.
I know a guy who's really good at Roadhog for instance, but he's hardly touched any other tank: Argument over argument with random players in competitive happens over who else needs to switch to a tank role since the only other role this guy plays is dps with Reaper/Pharah/Soldier/Mccree/etc. He will outright refuse to switch to any other tank because "I can't play them."

Making a safe bet on that person being better isn't necessarily the same as them actually always being better.
You could say that yes, practice and experience does help, but I've seen level 200+ players play absolutely terribly and sub 50 play extremely well. All I'm saying is you shouldn't take overall rank very seriously unless it is either extremes which that is not

I feel the opposite, more often than not the player with more playtime will generally play better, while occassionally you see a team of mostly underleveled players beat out those with more game time.
Especially since we are still relatively close to release, the people with a shitload of game time already are more dedicated than the people who play a few hours a week.

I always manage gold elims and more than half of those being killing blows but I don't always pull gold damage because I'm a conservative shooter.

I have been leaver fucked from level 60 down to 49 for at least half of the games I've lost, probably more. They need to cut the penalty for a leaver loss in half or something because this shit is ridiculous.
I have gotten absolutely fucking stomped for four games in a row, did the matchmaking get even worse or is it just me?

So why exactly would matchmaking put one group of two on one team and three groups of two on the other on top of that team already having a higher average rank?

Had a string of terrible matches today which ended in a game where everyone was McCree. Welp.
I hate being the reason low-level OW isn't fun but it's nice to get thrown into a stacked match where I can slam squishies into walls for five minutes after a losing streak.
Finally climbed my way into the 60s, starting from the 49 I initially got after my awful placement matches, playing solo only:

I've been getting all the Gold medals as D.Va whenever I play her.
I don't even like playing D.Va what is this.
I'm a bit stuck when it comes to ranked. The group of friends I play with like do just play whatever they feel like and very rarely stay as a group and trickle in far too much. Doing solo-q comp makes me want to smash my head in, where situations arise like I'll ask everyone to get into team voice chat and people will respond with like "my group is in discord so no." Well that's all fine and good but when you're communicating with only half of the team that doesn't do us much good. I've never played games before where "Elo hell" would be considered a thing, but god damn I feel like it is in this game.
Where does one go to find a team of dedicated players who practice specific roles to a tee that I can play with. I want to join a group of super try-hards who take this game super seriously and practice things like call outs and positioning while going into each game with the mindset of "X and Y will be tank, A and B will go support, the rest of us on DPS, it's X map so we should start with X and have Y as a backup plan." and not just "I like Genji so I'm going to pick Genji even if they have a Winston and Sym turrets everywhere and I die over and over again feeding the enemy team's ults.
Zenyatta is rapidly becoming my favorite character in this whole game
I actually find him calming to play which is incredible, like no joke the dude is so Zen and relaxed I actually feel chill playing the dude
But also when you hear JUSTICE RAINS FROM ABOVE and then you activate your tranquility and suddenly Pharahs ult did Fuck all to your team
Well that's just the kind of feeling you can't get anywhere else

I'm starting to dislike having Bastions on my own team tbh especially if they're changing from someone decent
For every Bastion that gets 4 kills in like 20 seconds, you find 10 who just repeatedly die within minutes
Every time I get a bad team in competitive. They always use the same "Stop typing" excuse. Like typing for 3 seconds is going to determine the win or loss of a team. Even when all of them are not playing the objective.
