Check if DLCRobot.esp is actually loaded. I think this happens when the game sees you own Automatron but the .esp isn't loaded. This happened to me once but I don't remember if that was the issue or not.

The concept art was for a defunct Fallout Online game, so it would make sense that the game needed an infinite amount of weapons, each bigger and crazier than the one before it to give players a sense of progression. MMORPG logic.

i think the point of power armor is that the extra strength is offset by the sheer weight of the armor itself hence why it doesnt make you THAT much stronger than an average soldier but signifigantly more durable.
as for why it can be penetrated by small arms its just a fact of gameplay story segregation like what would happen if you sided against the brotherhood but really liked using a specific weapon and not an "anti armor" weapon?
games that make you conform to strict playstyles can be seen as unfun to a lot of people.

It was Scrap Everything's Automatron ESP causing it, Though if DLCRobot.esp wasn't loaded i wouldn't even get that far.

They should have kept the strength requirement for weapons like in 1, 2, tactics, and New Vegas. Then when your strength is set to 10 it would actually make you better at handling weapons.

I actually think the power armor system is one of fallout 4's strongest redeeming features. It's exactly what I wanted them to do when fallout 4 was first announced.
Wearing power armor completely changes the feel of moving around in the world instead of just making you jog in slow motion like in new vegas (not sure if three did the same thing as ive only played it through TTW for years).
My only complaint is that wearing power armor takes all the fun out of melee- Outside of PA you can trip, shove and execute various humanoids through power attacks, but the moment you are standing inside a walking tank you can just flail at them and occasionally do some limp execution animation (where you often impail baddies with blunt weapons) with no gore and no sound. Power armor should make you a Close combat nightmare, I want to run around kicking raiders in the chest so hard they explode! with all the visceral feedback you would expect from a boxing match between a man and a battle tank

Space Marine will always be my favourite example of power armoured violence.
The ones where Titus throws orks to the floor and stamps on their heads would be particularly good in fallout 4

But you were literally asking for it to go back to being just another tier of armour. All Fallout 4 needs, in regards to power armour, is to make fusion cores much rarer and add a form of DT or something to prevent small arms and weak melee attacks from damaging it. Even a system where if an attack does less that 5% of the armour's DR it gets rounded down to 0.
i really like how they handled that whole questline in the ranch
you either get the choice of [sp]playing along the cowboy robots so that they give you the combination to the safe, or you can pass an ACTUAL SKILL CHECK using robotics expert to skip their little quests so that they give you the combination immediately[/sp]
