Bethesda isn't the first to do this. A few other games, like the crysis series for example, illuminate characters along with things like the player's arms and weapons in first person as a visual guide. Witcher 3 does it too while in conversations.
Maybe that lighting should've only affected targets you're actively in a conversation with? Not that I really mind that effect to begin with.

It's worth pointing out that if I mess with the console and jump straight into the pre-war house, I get a solid .3 FPS on the loading screen, then after a while it goes black and refuses to progress.

I think there are some settings you can fiddle around with to keep Character Lighting on and give it a WAY nicer look.
So today I learned bethesda sucks at making snappable parts again, holy fuck are the vault parts frustrating to use.

I really doubt you can play Fallout 4 with those specs, let alone Fallout 3/NV.
I had a similar setup (Crappy Vista Laptop, with a Core 2 Duo, an Intel HD Graphics 3000, and 4 GBs of RAM). I could barely play Fallout 3. I had to disable the Facegen head meshes just to get the game to start, and it was not a pretty sight.
So I sold my copy of Fallout NV in doubt because at first I couldn't for the life of me get into it as the setting put me off everytime because it seems bland and too empty. I would like to try it more but yeah I sold it. The guns did not look awesome and thats usually what makes the game stand out. The goddamn guns. I could of tried my chance with Fallout but just like The Elder Scrolls, these games aren't for serious play but spending massive amounts of time completing ardous quests just to bargain on completion. I would never try out any other Fallout game or The Elder Scrolls because to me, they seem to heavy, if that makes any sense at all. Just my opinion, kapeech?
So what's a good mod for body slide/Cbbe affecting vanilla armors/clothes?

Fallout 4 might appeal to because the guns aren't absolute garbage.
Quests are by far the worst though.

You can easily transfer the save(s) by plugging in your phone, then go to /android/com.bethsoft.falloutshelter/files and copy the VaultX.sav and VaultX.sav.bkp files to Documents/My Games/Fallout Shelter
May or may not prove useful, but I use it to play the game when I'm at home, and on my phone whenever I'm abroad.

Vault 88's door is the same door as all the other vault doors in FO4.
They added a seperate "Vault" door you can use to make like a bank vault. It's much smaller.

The CBBE mod itself has vanilla replacers for all the armors so far, including Far Harbor and Automatron DLC.

A few things I could suggest off the top of my mind...

- You can have a thinner but longer cement block, similar in fashion to what was done for piercing hammers.
- Fishing hooks/meat hooks. Either you can have them as a trebel hook and chain, or you can go far harbor and use it as a method of hooking onto your enemy and dragging them.

How about a mini-nuke mine on the end of it. A one-use melee super weapon for that one Behemoth that blindsides you when you're already fighting off an army.
