Looks like a glitch. Your muzzle device slot is still locked out, and it doesn't have the non-lethal muzzle either (which is locked out as well). The non-lethal muzzle does not allow a suppressor until Grade 5.

Compare, my Grade 4 UN-ARC-NL;

Just did mission 23 [sp]my first guess was that I was about to see babby Raiden due to him mentioning solidus in his backstory picking him up (Solidus looking exactly like BB after all) so started laughing at lil' Liquid. Fight itself wasn't much of a fight, I just CQC slammed him a bunch but he nearly killed me after shouting IT'S NOT OVER SNAKE because I was laughing too hard.
