The idea being I give them, fully cyborg augments, an advanced E-gun and a shock pack and three chem implants, one implant is full of healing chems and stims... the other two full of polysmoke mix. If they disobey me or try to kill me, My PAI will use the signal pulse software to trigger their shock packs or kill switches.

Lexorin or explosives are probably a better mix, polysmoke can take ages to kill.
As a matter of fact, I wholeheartedly support skipping to the lexorining and exploding. No surgery required.

I took a dead catbeast, cloned him, experimented on him in surgery, killed him, cloned him again, repeat. strapped all the corpses on the chairs outside medbay

Just gonna put this out there, but changing to a 3d ss13 brings with it alot more things to consider, for example, in SS13 the game is fairly slow, when you move more often than not it takes time to do things which means usually, if your typing to talk you can get away with taking some form of action if someone pulls a weapon on you.
In a 3d environment things are going to happen a whole lot quicker (though mostly because the engine probably wont be shit slow) meaning your likely to not get a chance to even react now so while it might lead to spastics on mic, it might be an idea to consider some form of VOIP.
Granted I expect a 3d version to be, gameplay wise, nothing like the 2d environment, just the fact that you effectively have a line of sight completely changes how people can interact with the world.
Its a cool idea but just dont get stuck in the rut of "It must be like ss13 we know and love" because try as you might it wont be, dont be afraid to make changes.

I did some texture work for the /tg/ station remake that sputtered out- would be more than happy to throw some stuff towards the 3d remake project- seems like you guys have a good idea of what you want to make.

Because there is just so much [I]stuff[/I] in SS13. Trying to recreate that without any real incentive or proper team is a fairly daunting task. The standalone project that was actually called Space Station 13 changed absolutely everything about the game from the art style to the core mechanics. Doing something like that would take a ton of effort to get anything worthwhile done.
You can look at something like Black Mesa, they already had an engine and a clear outline for what they needed to do without needing to simulate atmospherics or dynamic lighting or whatnot, yet it still took nearly a decade.
It's either:
A. The usual modding community problem of motivation dissolving or one or more leaders of the community turn out to be shitlers.
or
B. The dev team dissolves due to lack of talent or the composition of the team being skewed too heavily in the favor of either the art team or scripting team- usually scripting team being too small, and losing a key member or not being active enough.
B was the case with the last community remake project I think. The art team was making lots of shit but eventually we stopped hearing back from scriptbus at all.
In any case, I hope the two current main devs being fuckin' [i]brothers[/i] will mean they will work together on it until its at least ready to be made public and finished, which is more than the last team did.
Really, the thing that makes it so confusing is that despite ss13 being such a detailed game, the CORE parts aren't that intense in my opinion. A functioning engine that allows for an inventory, movement, some kind of basic combat, and interaction- atmospherics and physics that basically just amount to tiled breakable terrain and tile based atmospherics (the hard part, admittedly)- and then netcode for servers that rarely pass 50 people.
It's hard to make vidya, I get that, but it really is time for a remake that will save us from the sinking (or eventually sinking) boat that is Byond.
Honestly if someone was to just build the framework for SS13(multiplayer round based, modular framework for things like a persons body/items + maybe atmos) in an easy to understand language/engine and then release the source code im willing to bet soon enough you'd have server running their own visuals like the current ones almost always do.
The thing is SS13 was assembled piecemeal over many many years by many many people, trying to implement everything it has in one go is a mammoth task that only a really massive and talented team could hope to achieve.
A remake would have to be a barebones yet highly robust(heh) framework that people can easily build on.
I couldn't even imagine just to make a 2D clone of SS13 from scratch. I haven't played in some time but the complexity of jobs and system just seems too much. A 3D remake with the same features just seems impossible without a real team and budget. There is also the question if a 3D version even works the way SS13 does.
I think a transition to 3d isn't that big a deal. As long as you have two hands to pick shit up with and hit other people with, and the intent system exists in some way, the basis for robust combat will exist.
It's mostly in the implementation of various mechanics like multiple z-levels, mesons, ceiling breaches and building that will be interesting.
I mean think about it- another z-level means you can ambush your target from [i]above or below[/i].
I can already see the rogue chemists with stolen mesons pouring a beaker of sulfuric acid on the floor until it melts through and splashes on a target below- or the syndicate team planting a bomb on the roof of the armor to breach in by surprise.
It has a lot of potential if it follows the aforementioned plan to keep it simple and create a base for the whole community to work from, or if the devs are just very talented and dedicated.
i think it wud be great just to directly port ss13 to a new, more stable language, like c++ or smth
fancy changes like 3D are nice, but getting it out of byond should be priority #1

I agree with all of what you said but I think BYOND does deserve a bit more respect. It's just shit for the game we are trying to run.
But look at other BYOND games. Like Incursion. A risk-like war boardgame. On the MSN days, my friends used to organize tournaments with actual paypal money prizes and such.
Or Exadv1's console. It's an SS13-like curious experiment on code design, development, and experimentation.
I used to play other ones, namely Murder Mansion, some Icon Ultima (in the early days icon trading in BYOND was the shit), Zilal's experimental multiplayer horror game, Survivor, Last Robot Standing, My Life as a Spy and Mafia. My brother used to play that Death Note ripoff (somethingsomething high school) that had some SS13 robust-like moments...
I haven't checked out any of the other BYOND games developed nowadays but I bet at least a couple of them are entertaining.
I'm not married to BYOND engine. But I feel I owe too much to it (it's been 10 years since I started playing SS13) to just treat it like a sinking boat. Not gonna fight your point though. SS13 does need a remake.
I do have my wonders about how sliding into the 3D realm might change stuff. Like in SS13 right now, we all have eyes in the back of our head and pretty much can tell what's going on behind our character at all times. In a FPS view, we get that huge blind spot behind our heads now.
Maybe different servers will have the option to switch from first person to third person (and allow us to watch behind our character with the mouse), and some servers will be locked to either first person or third person. Kinda like ArmA servers. That'd be an interesting piece of legacy from BYOND we'll get to consider when we get to that milestone.
I'd like to thank Dan and Tom for everything they've done, BYOND-wise.
