Well, the Easily-Bothered-Hood don't seem to care about [I]technological development[/I] so much as [I]controlling[/I] technological development, because high technology is a dangerous and amoral/slightly immoral thing that must by tightly controlled by responsible individuals. [sp]Virgil's research[/sp], while vastly superior to pretty much any alternative, is unchecked scientific progress. Ergo, it's bad. Just shoot problems as they arise. See also: the Institute, synths, technological progress by groups outside of the Brotherhood (NCR, random wasters, House, etc).
It's basically the same view on scientific progress as the Imperium in WH40K, and very close to Caesar's Legion, except Caesar would rather people redevelop everything from scratch first. The Followers of the Apocalypse are sort of similar, except they believe in letting the rest of the world have their toys back when the Followers deem the world ready.
Not arguing that they are or aren't a particularly well-developed or well-written faction, just that their general philosophical bent isn't terribly unusual or inconsistent.

I had to abandon a game and fall back to an earlier save.
The reason why is unclear, but the game started to seize itself up shortly after I went up to the [sp]BoS airship and started the mission to retake the fort run by super mutants.[/sp] I was supposed to enter a vehicle that would take me to the mission site or something, but it bugged and I couldn't enter it. Instead, I just jumped off to the ground and ran there, until I realized that my companion stopped following me and actually vanished from existence. 2 hours of dismissing and switching companions proved to me that all followers were completely borked and were never going to work ever again.
In the end, my companion couldn't navigate when ordered to move, and the instant I ordered them into power armor, they blipped into nothingness.
This game is far from perfect but I can't stop playing, I've already finished it with railroad and brotherhood with 2 level 50ish characters

Kind of loved [sp] the all out brotherhood assault on them, getting that one old lady into a minimum duel was pretty much worth it, everyone else was quick to slaughter, but she was pretty tough even for a synth, but minigun and power armor beats out minigun anyday, plus the fighting is pretty intense in those tight tunnels[/sp]

Ya the paintjobs and upgrades clean the suits up, I haven't gotten up to f, but the d mod is much cleaner than the a mod, but you probably can't get too much better

Isn't the Enclave like, deader than dead after FO3 and Broken Steel? Besides, I thought everyone hated the Enclave in FO3 since it made very little sense that it can still be the powerhouse it was after the events of FO2.
This game hates me. It's like it knows that in my melee playthrough I should only get cool Legendary guns instead of legendary melee weapons...

Ehh, you're just hearing about it more.
Anyway, Everything beat me to the punch basically. Anything resembling copyright infringement = ban; this is understandable but also annoying.
As for the mod in question: Bethesda is known to be [I]really[/I] strict about making sure that stuff from their older games doesn't wind up in their newer games. Their EULA actually has more stuff about banning ports [I]between[/I] games by Bethesda than it does about porting from Gamebryo to, say Source Engine. There are solid legal reasons for this, but it's a massive pain in the ass and forces sites like Nexus to be pains in the ass on Bethesda's behalf.
I don't know a thing about law. But, doesn't modding fall under fair use if they have no intention of making money off of it?

Found some lucky armor and a lucky ripper when on my ranged guy instead of my luck-based melee guy.
it's really fucking satisfying when you've found the settlement that's "the one", and then finally get it to 100% of your own satisfaction and goals

I love how the winterized paintjob I gave my T60 is covered in dust and grime and [I]rust[/I] all over. I gave my character a hipster look for whenever I'm not wearing PA so I guess she's just really into the whole fake weathering thing, because this shit is outrageous

There's no cap per se, but it seems like the general jist is most people are "finishing" their characters around 50-60- as in do most of the content around that and start a new playthrough around there.
Take that with salt though, I'm 56 and still haven't officially started the post main-quest content.
