Not hard to steal one and reprogram it, the Enclave left a lot lying around and their defenses are pretty weak.
Also, I could be wrong, but I [I]think[/I] there's non-Enclave eyebots.

Not really, they're pre war tech.
They're very, VERY late pre-war tech. Like, developed less than a month before the bombs went off late.
This is why they're very uncommon compared to many other robot types outside of the enclave's hands.

The X01 is the strongest in the canon so they went with what made sense according to that.
Besides honestly past the T60 you can pretty much wear any form of power armor and have no issue surviving stuff, they're all really damn strong.
