You do realize that's actually how it's done right? You don't necessarily have to get a quest, I've found they respawn on their own.
Except my quest list is still littered with them and every time I go to Sanctuary Preston gives me at least one more. It's honestly fucking infuriating at this point.
For the Vault 81 cat mission, does the cat go anywhere special? I just followed it out once I got there and sent it home, which activated a quest which I completed by talking to Erin.
Actually Arthur Maxson was in Fallout 3, he was one of the kids at the citadel.
That explains his rather ambiguous policies.

Yeah and both of the Lyon's are dead
I accidentally helped a family, gained access to a new settlement, got the shiskebab, stopped a dangerous raider band, and got all the raider power armor pieces left to complete it while looking for the dampening rods for [sp]Zao's submarine[/sp], I'm not complaining :v:

I haven't completed the BOS questline yet, but I've heard that [sp]Sarah Lyons was killed
in a battle in the Capital Wasteland some years ago. Considering Arthur is said to have an unrequited crush on Sarah in Fallout 3, I'd imagine her death is part of why he is the way he is.[/sp]
Also Elder Lyons says in his notes that he fears having Maxson raised in the middle of a warzone, even if it's safer than the political infighting with the western BoS, is gonna make him one messed up kid.

Yeah but... He was brought up during Elder Lyons time in control of the BoS, you'd think his future self would have been a little bit less of an asshole.
This is what bothers me, given Lyons era was one of so many victories and expansion for the East Coast BoS, he shouldn't look back at it with disgust, I mean just because he's related to an asshole from the past doesn't mean he's genetically predisposed to become an asshole.

It just goes to the small lake near the vault. There's some hostile dude in full combat armour with a sniper rifle you can kill nearby too.

FO3 spoiled you in the wrong way
The Brotherhood are kind of assholes and ever were. No ifs and buts.
Is there anyway to get the submariner's outfit without killing Zao? And what does the First Mate's key unlock?
I don't know, but you could use console commands and invent a headcannon where he gives you another outfit for being a nice dude to him.
I think I found my replacement for my spiked board.
The one game I've found take this sort of radiant gameplay correctly was Shadow of Mordor (the whole concept of getting into a fight with a warlord and not killing him only for him to resurface later, etc etc). Too bad that game got stale when all it boils down to is "kill the orcs" and nothing else.
Well halfway through it becomes [sp]mind-control the orcs[/sp] which in an action orientated game is rather unique.

Dude, I've played the previous games through and through, I know the BoS were assholes to the core.
But I mean I must be the only one who actually liked Elder Lyons and his time trying to make the BoS into something better and the fact he realized that the original ways just weren't great for the long term, which New Vegas actually went into more with the Mojave chapter, I mean I'm all for total asshole characters... But genocidal ones with acts on par with zealotry, I think that's a little beyond the original west coast ideals.
it really doesn't help that some of them don really nazi-esque regalia
Yep, that's pretty much the general vibe I get from this BoS, honestly walking past that group of kids on the Prydwen and what was being taught to them, nothing but hatred and bigotry, honestly reminded me of the Hitler youth.

Well, that's a problem with Bethesda struggling to add grey morality to their characters. I don't agree with how it was done either but it was refreshing not seeing them repeating the Lyon's fiasco. You're probably in the minority for liking the holy quest of hugs from Lyon in FO3, that's just not how the brotherhood is and if you liked it and not the entire rest then maybe you never liked the brotherhood per se after all. That was on par with adding the Legion in F4 running around giving water and motivational speeches to the people of the Commonwealth or having a drugged hostile raider gang dressed like doctors and called Followers of the Apocalypse

Maxon's beliefs sound almost religious. Synthetics being a stain on humanity. I got really sketched out when you first meet him and he compliments everyone, especially for their unquestionable loyalty.

I'm so disappointed you can't use the power fist in power armor. Like, what?
I'm also disappointed there's no "proper" power fist.

well tbh a power fist wouldn't fit around your fist in power armor, mabye a finger, but not a fist.
Can't you body slam a mofo while in power armour with a perk?

I really don't think it was THAT much of a stretch, they aren't a bunch of fucking emotionless robots you know.
Unlike the West Coast BoS who don't really give a damn or have to try, the East Coast BoS were in the thick of things, interacting with the locals for years and they'd seen just how bad things were from fighting the Super Mutants, only managing to stem the tide, It's no surprise they went native.

They had as much interation with "locals" in the west coast and still despised the dumb idiots who just wasted technology anyway. They had a HQ in the middle of San Fran and still despised the Shi and everyone around them.
The East Cost "main branch" has none of the beliefs of the original Brotherhood. They just have power armor. Why even bother calling yourselves Brotherhood when you're not even adhering to the Codex anymore? It really makes no sense. Like an 'outcast' branch of the masters army going around towns preaching acceptance and learning to respect the differences. And even when the Enclave is introduced the Lyon BOS is still more interested in hugging people and telling them everything is going to be alright instead of jumping for all that sweet sweet tech right away. And people inside the own brotherhood doubted it but still followed Lyons for some reason and the ones that didnt and acted like the brotherhood would were the outcast ones. It was a mess.
To be honest, I had no particular issue with the Brotherhood of Steel being goody-two-shoes in Fallout 3, but I would have made one change: swap their names with the Outcasts. Have Elder Lyons leading the Brotherhood Outcasts as they pervert the pseudo-religious aims of their predecessors to try to be more helpful and benevolent, whilst the Brotherhood of Steel (ie a platoon from the Western chapter, the only 'true' chapter) attempts to get them to follow the doctrine, or else wipe them out. It didn't make much sense to me that the Eastern Brotherhood unanimously split off from the aims of the Western Brotherhood and yet the folks who toe the line were called the 'Outcasts'.
Also, weren't the Eastern Brotherhood still racist against ghouls and Super Mutants? I know they were 'good guys' in Fallout 3, but I actually don't think they were the 'gooderest' guys. They were just a BoS regiment who thought helping people was just as important as hoarding technology, and also found developing technology to be acceptable. As it stands, the Brotherhood of Steel have pretty much become Techpriests.
Also, weren't the Eastern Brotherhood still racist against ghouls and Super Mutants?
Not really, because save for a bunch of ghouls in a small area and two (2) supermutants in the whole game ghouls and supermutants are just baddies cannon fodder around the CW. It's not like the Brotherhood was fighting Jacobstown or Broken Hills, they were fighting hordes of nameless bad big guys that are cartoon evil and eat people and kidnapp children and suspend their bodies in gore bags and stuff
I agree with most of your post, though.
A power fist while using power armor is kinda redundant, both your hands are turned into power fists simply by entering power armor (it literally increases melee damage), also there are modifications for the arms that increase unarmed damage and iirc you can even add electrical damage to your unarmed attacks as well, combine all of that with high strength and the unarmed perk and punching people while in power armor becomes pretty lethal.
I feel like you should be able to take power fists and mod them directly onto your power armor instead of the normal robo-hands.

Is the vertibird landing site a mod or something you get from the BoS?
