Sounds like something is going on with your PC. I'm running a 280X, 8GB DDR3 1866, i5 4670k @ stock at those settings and I am usually at 60 with dips into 40 with heavier action.
my 780ti, 8GB DDR3 1333 and i5 4670k no OC struggles with the game too. I'm very rarely up in 60fps, and my average FPS is 40 with dips down to 30 at times. it's insane. the 780ti is supposed to be the best consumer GPU you can get, yet this game runs like shit

If anyone is having issues connecting to multiplayer besides the ctOS gamemode, what OS are you running? Seems there is an issue with Windows 8.1 and multiplayer. If you can/can't connect and you are on 8.1 please let us know.[/B]
I'm on 8.1 and can connect to people and been invaded twice myself, but it takes ages

Whenever I try searching for any gamemode it just says average wait time:2/3 minutes, searches for about 5 minutes, and then stops
I just disabled any sorts of security software and protection settings in my router to try and play a game about hacking, I feel like Ubisoft is trying to tell us something

I love how the enemies that chase you in cars try to commentate what you're doing.
"He's bailing", no, the correct term is "getting out of his car so he can reload my grenade launcher and make me wish I was dead".
Also, I've tried to get into the online gamemodes a few times, but no luck. Just sits in queue, doesn't find dick, no online connectivity problem pop-ups in Uplay etc.

Although I dislike going on reddit, I asked some of the dudes in the watch_dogs subreddit whether they were having the same problem on 8.1, and it seems they are too. Hopes ubisoft can patch this soon.

I wonder what would even cause a problem like that, that's really weird.
I'm on Windows 8 and am having no trouble playing multiplayer, except for the sometimes ridiculously long queue times that is.
So I just had my first intruder.
He decided he wouldn't just drive right up next to me in a sports car, no, he sped right next to me, skidded to a halt and THEN started the hack.
Needless to say, it's unlikely his hack reached 3% completion.
The best part is, I'm one of those weirdos who obeys the road rules normally, so I was probably blending into the crowd better than the intruder :v:.

Hundreds of games don't necessarily boast about their absolute "next-gen" graphics and mindblowing effects. You have to admit that the graphical aspect of the game has been hyped as fuck during previews.

For the guy above, I'm on 8.1 and I have never been able to invade, or been invaded by anyone.
I managed to connect to a few mobile players but then the connection dropped before I was able to finish
I was trying to stop a crime via a explosion when a shit-ton of cop cars decided it be real swell to drive into the blast and give me all that negative karma
Someone on the ubisoft forums said he switched from 8.1 to 7 and multiplayer started working, i'm on 8.1 and mp is broken too

Yep, Windows 8.1. Replied to your Reddit thread. I can't get online with 8.1.
if it turns out to be 8.1, then wow Ubisoft. how does that get through testing? you'd assume they tested 8.1 too when they tested the online part of the game

what weirds me out is that normally issues that apply to 8.1 normally apply to 8 as well, but thats not the case here

It can't be *just* 8.1, I'm on 8.1 and just killed a guy trying to hack me, there must be more to this.
I have UAC and the firewall off, maybe it has something to do with that instead?
