Ubi can't release a graphical experience that's that far ahead of the console versions. The PC version won't bring as much revenue as any of the console versions, so the cost isn't worth it. You'd have to add extra artists/programmers to your headcount and drastically increase your outsourcing budget. That, and only a fool believes the whole game used to look like the 2012 vertical slice. The point of a vs is to look as nice as possible.

There shouldn't be a penalty for failing to tail someone if they profile you. They can kill you, but you can't kill them, so all you can do is run, but they they can snipe you from 200m no problem.

I threw in my second GTX 680, so now I have 2x GTX 680's in SLI. I can now run high textures, and medium everything else. I get about 50-60 fps, but it drops in some of the more open areas (bridges, etc). Most of the vehicle stuttering is gone now.

I just pulled the most pro hacker shit ever while someone invaded and was hacking me. I couldn't find them, and I was running all over the place looking for him. He was at 80%, and I already used a jammer, and you can only jam once, so I used the ctOS blackout to turn out all the lights. I saw the light from his phone in a back ally and successfully profiled him and killed him, stopping his hack at 98%

Used nothing but hacking and a tactical baton and noone lost any lives. Although I do I feel bad for stealth executing the thug with "son in daycare" on his profile

Keeping graphics options functioning and up to date is work.

GTX660 here, I run it at high textures, and high everything else (HBAO and DOF disabled), super smooth, rarely any stutter. Update your nvidia drivers. Mine stuttered like hell before I installed the new ones. Apply the day one patch if you're a pirate, too.
