You can fix that in the config file in your Steam folder. There's an option for mouse acceleration and you set it to 0.

Movement and gunplay feel fine, even great at most points.
driving is kinda balls terrible though yeah
There's one thing that bothers me and that is the fact that i can't put a silencer on all my weapons. Because I love stealth, the 1911 silenced and mac 11 silenced are pretty much the only weapons i use. Quite boring

I don't think Watch Dogs is the issue here, check and see how your PC is managing the RAM to applications.

There is silenced Goblin (Burst fire Assault Rifle, works pretty nice, my mostly used weapons for missions) and silenced Vector SMG in AR category, which bullets fly as fast as you can throw a stone, it's pretty funny.
I dislike some sort of bonus for completing a mission in silently ... There is no reason to not go gun blazing in "Restricted Area", unless it's a Police controlled sector, or smth.
You gain the same amount XP for headshots as you do for take downs...

It pulled me out of game with that message and memory usage was sitting comfortably at 5.8gb for the whole PC.

Well, I beat the game after much frustration. The story was so predictable, and yet I had high hopes for it. Wonder what happens now.
Unfortunately, my computer froze before I could reach the end of the final credits. Hope I didn't miss anything.
