I think that Yharnam is the only place where literally everyone used it and it became a part of their society which is why they're shunned by outsiders. It's probably extremely rare in the foreign areas but hunters still exist in them(as shown by foreign weapons like the chikage and foreigners like Old Hunter Yamamura and Eileen) to keep a plague from starting. Yharnam seems to be a special case because they had it under control but they were playing with fire and they got burned, and by they, I mean Old Yharnam got burned to the ground.
Judging by the dialogue of the city-folk, hunts are common so it's more like people frequently become beasts and they need to be culled and the plague is just when too many become beasts at the same time so they need to go into lockdown

So about the scourge beast in Old Yharnam that clings to the side of the building, if you fire an arrow at it with the bowblade, does it count as a backstab and cause it to open up for a visceral on the way down?

Personally don't care about 30 FPS cap. Played Dark Souls 1 and 2 at 30 FPS, I'm sure i will live with it again.
I've played every Souls game for the first time at 30FPS, it's totally serviceable.
60fps would be great, but it's fine if the game doesn't have it; doesn't need it to be good. I do think PC games nowadays should have it though.
What only matters is the game not dying during some parts so basically not having frame drops or not too many.

I feel like moving to PC without properly moving on from their console engine has hurt them. On a console the framerate is generally pretty constant. You don't have one rig running it at 30 while another runs it at 120+, so it's ok to tie stuff like physics to the framerate. But now they're doing PC releases with that engine(it's worth noting that this will be only their second Souls game to actually have a planned PC release) and it's leading to some bugs that seem to be really hard for them to properly fix without just locking the framerate.
60 would be much nicer, but I can accept that there are reasons for 30 beyond laziness.
How much money does From have? I feel like they could do well if they outsource their PC port to a studio with a lot more experience than them.

I categorically disagree with all of you. I didn't understand what the big deal about 60FPS was until I used DSfix on the shitty PC port of Dark Souls 1 to change its framerate to 60 for the first time.
Felt like a whole new game, and pretty much superior in every way.
I played Dark Souls 2 in 60FPS, since I've played the Souls series only on PC. That game was subpar by Souls standards imo, and would've been downright intolerable in 30FPS.
If Miyazaki's last hurrah for the series is going to be locked to 30FPS on PC, I'm going to be furious. I'll still buy it because I like the series so much, but it'd be just plain wrong of Fromsoft to do that, especially after DS2 was supposedly their apology for the DS1 PC port. And in buying it, I would be wrong. Because I'll just be encouraging more such bullshit.
Oh hell, the Maneaters on NG+ are a whole new class of bullshit to themselves. I can no longer rush the first Maneater down before he starts his "run out the timer for the [I]second[/I] Maneater by flying outside of bow range" pattern.

It really does feel like a totally different experience. At 30fps I'm a lot more cautious and wear much heavier armour, but at 60 I feel like I can parry and dodge anything. I essentially came out of my defensive shell with the fps unlocked
When will we leave this dark age of 30fps? I'm even feeling like 60 isn't enough once I got a taste of higher framerates
The only game that feels awful to me at 30fps is Rainbow 6 Siege on consoles. It's only 30fps in Terrorist Hunt but holy crap does it feel awful to play.
The Souls games feel fine to me at 30fps.

If I had a dollar for every "Guts" build I invaded I'd probably be a millionaire by now. And most of them weren't even a proper Guts build.
The thing with framerate is that it's excusable in games without gameplay or games where the gameplay is second, which is kind of weird for a game to have that but it's the current year.
Dark Souls 3 is a gameplay focused game. It's also a very competitive game, even when you're playing alone. Most, if not all games designed to be played in a competitive way, are at 60fps independent of platform. 60fps changes the way the game is played and changes the way you play it, it objectively provides you with a enhanced experience and not only because it looks pretty but because it boosts the way the controls respond, your reaction times, etc
30fps is alright. But you don't have to settle. And ultimately it'd be wrong to send the game off on such a note when it's supposed to be the final Dark Souls.
i am fine with 30fps. it was fine in bloodborne and it'll be fine it ds3. 60fps is obviously superior but 30fps is not hurting the game for me. i'll only be slightly disappointed.
what i'm worried about is that others won't think the same, and it will hurt the goty status ds3 deserves.
