For now, I'd say it would be best to consider him neutral.
He doesn't get along well with Sonya and Raiden, but at the same time he wants Mileena defeated and stop the chaos that's happening in Outworld. So his intentions aren't really bad, not yet at least.

Not to say they aren't in the game, but Boon has said there will be characters who are in the story, but not playable, essentially, if you take a look at this quote.
"TRMK: Fans expect this game to follow the storyline of MK4 and beyond, but it looks like you are taking the story in another direction. Will fans see some familiar faces from the series they haven’t seen yet in MK9?
Ed Boon: You will definitely see a Mortal Kombat 4 character, I believe that's the first time I've said that. You will also see some of the later game's fighters. You'll also see cameo's in the story mode. Some really fun ones."
Some characters will be there for the sake of the story, even if they aren't playable.

They did that in MK: Deception.
I wouldnt be surprised if semi-plot important characters who arent playable are just them with new looks using their MK9 movesets.
I don't see the point in putting characters in to fight if you aren't going to have them playable. It's unfair.
Unless they're Shao-Kahn tier OP in which case no one wants that.
Whatever characters make an appearance, I don't see them actually fighting, but just being in the cutscenes.

I feel kinda bad for Tor. Ferra keeps stabbing him in order to make him do stuff. Poor big lug can't think for himself.

Exactly, he is some tortured giant. There should at least be an option to uppercut Ferra into giblets before doing a fatality or something.
Sad to see that Jade didn't make it. I'll have to main Kitana's staff variation now.
And the Kitana vs. Reptile showdown was bad imo. So many projectile spams and grabs. I lost interest and just read twitch chat.
This stage looks really awesome, one of my favorites so far.

I'm a bit disappointed with Reptile's fatality.
I was expecting some realistic head mashing, but instead they went with a vertical slice. Feels like they went with the easier route there...
