Does Techies' entire set of items count as an Arcana? The cannon itself is basically the arcana, rest are just frosting

I mean yeah it changes a lot of Techies: it's a cartoonish broken new cannon, Spoon walks instead of being behind Spleen's back, the "FIZZLE" and "X KILLS" When you suicide, you can change the color of the cannon and Remote mines, all of that in the core item, not counting the cosmetic ones. Pretty sure that counts as something. Be glad it's not "fooshy wooshy" fire on their eyes and modified voice.
Imo Techies and CM's arcana are the best because of those factors. And in general terms the best one is between LC's and PA's

The whole bundle is considered an arcana when still in the bundle and all came together for the $35 so i'd say yes but I can see why you might not

I've always thought of PA's as obnoxious although that may just be me associating it with the event that I really didn't like that came with it.

Hex/disarm your target, then duel. Combined with the Blade Mail/Crimson Guard buff (and the scepter thing but that's very situational), Legion overall got a decent buff.
As a Legion main, I'm satisfied with this patch :v:
This patch marks the end of Arc warden + Divine Rapier.
Fortunately he now has stat gain that isn't utter shit.
The buff to Counter Helix is looking pretty good.

Purifying Flames is that "Damage and then heal" spell, right? I don't play Oracle much, but it seems like if you can get about two or three times as many casts on your target with the scepter, Oracle can pretty much instakill whoever he wants, or bring someone up from like 50 HP to 50% HP in the blink of an eye combined with that delayed damage/heal thing he has
This is all assuming I'm not confusing Oracle with one of those other heroes I don't play much
