Sorry, but other than region lock being stated as a thing Valve will never do, the fact is that South American servers are poorly maintained and don't have proper server location in the first place.
All South Americans playing on a singular South American Server is a bad idea. Brazil and every other country in South America [I]speak entirely different languages.[/I] That's a problem in itself when the entire server population can't speak a unified language.
Additionally, the [I]other[/I] option, Chile, is in a terrible location. Geographically blocked by the Andes, it causes everyone not in Chile to suffer awful ping spikes when trying to connect to that location.
So, yeah. That's not really something we control, but it is something Valve could help if they added proper server barriers between the sole Portuguese country versus a geographically expansive Spanish continent.

I have seen a fair share of retarded north americans during the time I played ranekd on USE, and later, even some who decided it was a good idea to play ranked on SA and would they bitch and moan about everything.
Rather than region lock they should make language options matter and give harsher punishment for acting like a twat.

to add to this:
Not only chile, but the peru server too, some peruvians get better ping on US east due to needing fewer jumps to reach the US server, and far more jumps tor each the SA or peru server, agan due to the andes.
Edit: Also forgot to mention, but Peru server seems to work like total shit at times, regardless of the amount of jumps it takes to reach it.

And please, any brazilian posters don't take this as an attack, but Brazilians can be huge shits to anyone who speaks spanish, or english even, calling you all sorts of racial slurs, throwing insults nonstop. Again it's a single country in the whole continent who speaks portuguese, yet feel entitled to do what they do because the server is located in brazil. Also the opposite might happen, with non brazilians discriminating agaisnt brazilians.
And before anyone says anything, no, the latin america spanish and brazilian portuguese are not similar enough to be understood by each other, some words are easy enough to understand, but not whole phrases. So yeah that's why we need the language preference to really matter.

So it is a problem with language on both sides. I say if they want to play on USE, they have to meet these requirements.
1. Learn english. Learn it like a native language, it doesnt help when I try to talk to my south american carry what to do and they dont understand me and we lose the fight. And learn it past Izi Mid, .I., and etc.
2. Drop the attitude. Those countries cultures I seen are fucking horrendous. They argue and flame 24/7. US East players and with themselves. They have a very toxic attitude and it ruins the games.
3. They give up. Countless game that could have won are not because they give up. Either just run down one lane and feed or just disassemble their items and AFK.
Valve needs to implement not a region lock but prioritize language deeper by giving "Only play vs English speaking players and no one else" or "match me with other Spanish speaking players and no one else". If this makes queues longer than so be it.
Its a culture problem down there. They legit do not respect their teammates or each other. There needs to be some way to fix it.

you can't change that, plus is not limited to peruvians, again i have seen people of all sorts of nationalities (USA, Canadians, argentinians, peruvians, chileans, brazilian, chinese, new zelanders, russians) acting like insuferable twats, feeding, etc. Sometimes a NA player would flip his shit because someone said a word in spanish, so begins to feed while ranting about those subhumans should be gased and shit. Again harsher punishment, because the current system is a fucking joke.
