Make a 'strict region selection' tickbox. If enabled it attempts to verify your location based on the info Steam have on you and/or IP lookup. It wouldn't be 100% foolproof but it would go a long way.
I try to avoid stereotyping and so on but I have nevertheless developed a few gripes with Russkis - namely the language barrier and an aversion to playing support roles/buying necessary consumables. Basically I find them to be more selfish than others, on average.
The thing is, you only remember those fucking retarded Peruvians who fed and flamed in allchat and those stupid Russians who just spammed cyka blyat all game and fed couriers but when you had one of each on your team who said nothing and played well all game you didnt think "wow what a nice russian!!" you probly didnt even bother to check where they're from unless they spoke on mic. The only problem with these kinda people is the language barrier, region lock in ranked would be good but it's not necessary 100% of the time, I've met some dope ass russians from dota who are some of the funniest and chill people that I know. Also the backlash that valve are gonna get if they ever actually brought in a proper region lock as opposed to the minor complains they get now about it probly isnt even worth it for them.

Anyone in the restricted pool would only be there by choice. That is, by definition, optional: "available to be chosen but not obligatory".
Whether having a split pool would cause problems is of course debatable and I'm only speculating here.

Make it on by default, and the option is always in English regardless of Client localization.

Surprisingly many russians can speak english.
But I've noticed they will not use it if there's any bad water between you and so on.
And, people are happy to ignore games where everything went fine without much chatting because there's not much time to do that anyway.

The aptitude of these players isn't my problem. They can play the game. The problem is when I tick EU West, English and get four people who converse in Russian and (in my opinion) often have a toxic play style as well. Anyone who plays a lot of solo ranked will know that a big part of winning is turning an uncoordinated gaggle into some semblance of a team by communicating. I always attempt to do so but all too often I end up talking to myself.
We know what your problem with it is, you're still generalizing!!
That's my prerogative. Valve already give you language and region preferences, all I want is for them to mean something.

Now that I think about it, both league and smite have different clients for south americans. And at least for smite if you want to play on the NA servers, but have a SA account, you have create a new account and start from scratch.
I don't think I would ever want valve to do that as a solution for region lock :v:

Yeah I find funny invoker gettign a nerf every patch but:
DP ult has a long ass CD, and she's not naturally tanky, sure she has syphon, but doesn't quit the fact her str gain and starting hp isn't amazing.
She can dish damage, silence and slow on teamfights
Meanwhile invoker has right click, buttloads of control for teamfights (emp, tornado, deaf blast, etc), and can push without a +100 secs CD ult (forge spirits + alacrity.)

In regards to region lock, I think it's a good feature only if it's OPTIONAL. Now my arguement is this, if people want to play with other people in their own region, give them an option to do so. I don't think it would hurt anyone really and people would be happier to play with people who speak their language.

Region lock is a very bad idea imo, there are better ways to solve communication problems
like bringing back old popups simmilar to "rate this player", which would give you someone who used chat/voicechat too often with options to report them/comment them,
or do something simmilar to YASP data, check how often people "swear" in chat and match them together with same behavor users
also i think forcing new players to play on their home servers untill they hit a centrain would be a good idea, simmilar to mmr

True, but it's awfully slow considering you get maximum 30 per game and you can't tell me that winning 10 games in a row is plausible.
I'm better than my rank, but not significantly better. I tend to win my teams some games, some games I fail to do that, it just depends on how much your team decides to feed and weather you get someone decent. It also depends on weather or not there are parties, because if there is, they tend to be the determining factor for many games.
