I have been a user of casual vitality booster for ages on variety of Heroes.

I know, but at times they even ignore that. They either try to play her with midas and farm for 40 mins, or ult in and fight without phase urn/aquila

So I was 400 away from leveling up which would give me another Treasure IV, and my achievement was sitting at 4/5 so I'd get another 1000 points. Out of all my quests left I had kill 5 couriers as the "easiest" route. No problem right?

As soon as I started this quest I either got the most do nothing teammates or the most toxic pieces of shit imaginable. Other than 1 BH game, I was constantly pressuring lanes, sniping mid's bottle every single time, and helping our supports out with buying/placing wards. I was ready to just quit, the quest seemed impossible since I needed victories. I probably killed ~20 couriers across all of those loses. In my final BH game I still needed 2 couriers. I got the easy 2-3m mid bottle snipe and after that they did everything in their power to protect their courier. I was so fed up and there was no way I'd end the game on 4/5 and luckily I managed to blink into the T4's during our final push and snipe the courier as it was delivering wards. I 100% fed for it but it was so worth, my quest was finally over.
So after all of that frustation, I was just happy to get my Treasure IV and 2 compendium levels. I already had all of the Treasure IV sets so I was expecting to just get a dupe I could burn for another 500 points. That was until this happened.

While this is true, I have seen Dota receive changes that were almost exclusively pub-based nerfs.
The 6.78 to 6.79 Spirit Breaker nerf was an extreme case of one of these, where he had barely received competitive notice, but was every low-mid pub player's nightmare at about a 55% winrate back then.
As a disclaimer, Winrate does not constitute balance changes happening or not solely on that data, either.
I've just correlated pub winrates with "hero difficulty" most of the time, as really, the majority of influence on win/loss statistics are comrprised in brackets below 3k.
