there were plenty of mods that fixed the sprinting issue, most notably project nevada. cazadores weren't that big of a deal if you knew how to deal with them. vats their wings and suddenly they're slow and useless

Not saying I don't have Project Nevada and sprint but just curious.
Man sometimes the quest dialog is just plain old fucking stupid. I'm slowly making my way through discovering the map points, and I've almost got them all aside from the center of Boston. I haven't been to Diamond City yet, and ignoring OOC information - mainly from reading what's posted here - my character has absolutely no god damn idea or clue as to who Valentine is.
Now I'm currently in [sp]114, exploring as I do, and he yells at me to bust him out. Afterwards, he asks why I would risk life and limb getting him out [/sp] - as if I even know who he is. What are my options even though I have absolutely zero info on the guy? Shaun, Track Killer, or a vague mix of the two. It's designed as "you're here because you must be following quest markers, no other reason, so here's the only dialog we got for it".
It just seems like poor design from an something that's supposed to be an open world RPG. I get no option to say I have no clue who he is, or that I'm not there to get him, and I'm literally just exploring the area, nothing more.
This game is so full of "this could be better implemented" moments, sure it's fun but it's just not as fun as it could be, and that's not talking about mods either. So many elements in the game are seemingly like, 85% finished.

I don't know if this is overdone at this point but in F:NV you easily could have had the option on a character like that to say "who the hell are you" "shut up time to die" and quests still went on.

There is a gunner who comes up to you asking for money to go down a road without any shit, he's like it's just business but I killed him anyway because I didn't want to pay, plus he was being too nice about it.
How do I get more people to join my settlements? I've got plenty of surplus food and water throughout my supply network, and I have enough defense (food + water). Also lots of beds.
I have a tier 1 trading station in sanctuary along with a medic station. My charisma is 8 but I only have 10 in sanctuary. Help me. Should I just focus on building up other settlements and connecting them all?

Assuming you have the recruitment beacon up and running, just go about your business. More people show up at random. If it seems like its been a long time though, try talking to your settlers. Someone might need your help and I think it disables new settlers from showing up until its resolved.

also any idea why those spotlights are active but not emitting light for some reason
yeah spotlights are completely broken don't even try
Spotlights have a really shit way of illuminating their environment, so I wouldn't be surprised if you were just missing the part of the ground they're lighting up.

So I finally get around to fighting Kellogg after reaching level 50-whatever, raring to go against his level 84 self and a little hyped for a gunfight. The fight went approximately as so;
VATS-Shot Kellogg with a Kneecapper Assault Rifle, proceeded to ignore his crippled self while Dogmeat gnawed on him, and waltzed through laser fire to smash Synths with a hammer, then went back and shot the crippled chew toy.
Somehow the fight was underwhelming :v:
I could literally win a fight with a Legendary Ancient Behemoth, Legendary Mythic Deathclaw, Mirelurk Queen, and Legendary Paladin at the same time just by having a Pipe Pistol with Kneecapper on it while dancing in my undies. Seriously, how did some of this stuff get through to launch?
I win fights where you get to talk by dropping mines under every enemy before they go hostile.

Reminds me of how I took out [sp]Kellogg[/sp] by just whipping a bottlecap mine at him before he could even open his mouth.
Oh man, I need help or something. This morning, I started up the game, and suddenly I hear something I don't ever remember hearing in the 600+ hours I've spent playing before. It's this small buzzing sound that just drones on once I get to the loading screen, and from then, it continues on once I gain control of myself, and even when I'm in the pause menu, or shift+tabbed. It must be isolated to the game, because I don't notice it in any other place. And I'm pretty sure it's not anything in the environment. It's a very quiet sound, but with my headphones, I can hear it once the music has softened and there aren't many interesecting sounds to drown it out.
The way it drones on perpetually is just going to drive me crazy, especially if it's been there from the very start but I haven't noticed it until now. Has anybody else noticed something like this, or know a solution, or am I really just going insane from playing constantly?

I did that in Fallout 3 in the Operation Anchorage when you about to get your Undestructable Power Armor and a Horde of Brotherhood Outcast start storming the Room, so i placed 10 Mines to kill them all cause i died like 4 times attempting to shoot them all.

I was never happy until i was able to save the two "good" guys in the room, (which i think where the scientist and the commander?)
They don't do anything, or give you anything and i think the scientist just says something like "Yes, well thank you. back to work..."
all that pain and strategy, just to save two useless NPC's.
Next time i'll just take down a flamer and cook everyone save myself some hassle.

It's either coil whine (particularly noticeable with games that don't clamp the framerate in the main menu to something sensible), or with headphones that have a volume adjuster it might be because you've got that maxed out; in which case reduce it and use the other volume adjusters to compensate. If it's neither of those, then I dunno.

Don't trust companions with Power Armour, just don't, they suck with it supremely in every fashion.
I remember giving a full suit of T-51 fully upgraded to Cait, she fucking ran into a pack of wild dogs who took her apart piece by piece, all she had left was her chest piece.
Sort of the same thing happened with Valentine except with X-01 and Deacon as well, all companions besides Danse who until you do his quest has unlimited condition Power Armour, just plain suck with it.
The nexus wasn't bad until CBBE came along and then shit like this shows up.

it's not censored that's just the volumetric lighting quality set to something other than ultra.
