There's a section in one of the ini's that works as a frame limit, capping the game at 48 FPS or some shit.

Are you running the game in true fullscreen, borderless window, or windowed?
Fallout 4's borderless/windowed implementation uses maybe 60% of your system's processing resources, maximum. Windows won't let it use any more than that for some reason.

Like, if you make a sound when killing something, and enemies hear it but you aren't spotted, I think.
Once you are fully discovered, all enemies know exactly where you are at all times.

Why the hell is Refreshing Beverage a thing, or at least a thing that's so easily attainable? It means addiction and rads are basically not a concern in the slightest.
I got the 'Deacon admires you' message but didn't get his perk, is there something else I need to do?
I think he needs to idolize you, which is the next and last positive affinity rank iirc.

It's also the fastest healing item in Survival, and don't need an animation like stimpacks.
Basically your go-to "oh fuck im about to die" healing item. Just give it a hotkey and spam the button
Only downside is that it has weight, so if you want to carry 50 of them instead of 100 stimpaks, you're down 25 carry capacity.
For some this isn't a problem, but for those who like to carry a gun for every occasion or who are low STR, that's a big detriment.

Followers need to "Idolize" you in order for you to get their perks. Admire is the step below Idolize.
Apparently there's no list for fallout 4's addictive substances. That said, i'm experimenting with the 'junkie' legendary prefix. On the wiki it says with 11 addictions, damage increases by 165%. I'm already addicted to alcohol, mentats, jet, psycho and med-x. What am i missing?

X-Cell. It's rare but it's also super addictive, I'm pretty sure there's a guaranteed sample in Sanctuary.
I think Day Tripper and a few others count as their own addictions as well.

Uhh. Why is MacCready slowly losing health while dismissed? He's stuck in a loop of losing all his HP, falling over, recovering, and then losing it all again a minute later.
Also he and everyone else at red rocket are constantly rambling about feral ghouls for some reason..?

my current character is str 3 base stat so that's not something I can do. plus my character doesn't use chems so I can't just pop a load of buffout or w/e to raise my str long enough to fast travel. I always do no chem characters because chems just make the game too damn easy

One of your settlers probably has a radiant quest to clear out some house on the other edge of the map

Grim reaper sprint makes chaining vats possible, but I still wish there was a perk to reduce vats cost instead of possibly allowing me to chain vats

Uhh. Red Rocket is my companions-only settlement. Residents are doggo, MacCready, Danse, Nick, Piper, Codsworth and Cait.
There is one normal settler but he's just there to do farming and just says "Hi, how are ya" when I try to talk to him.

i really wish red rocket had a small pond next to it, anyways farming purified water is surprisingly easier than i thought, i realized sanctuary hills has a river.... very close.... so i put a ton of water purifiers in there and built the generators back behind one of the houses

I had the same thing happen with what's-her-name at Atom Cats.
I proceeded to nope the fuck out of there and load a previous save.
Found a creative way to reduce the number of doors at red rocket. Turned the front one (that I tried to barricade but it looked like shit) into an outdoor drink cupboard for the guards.
