same thing happened to me because I waited until level 40 before finishing jewel of the commonwealth
Throwing in on the discussion from many a thread ago. Apparently the original Fallouts had speech checks set as (speech level)/check level, so that if it matches it would be a success, if it is less, you had the quotient as your chance. So, if your speech skill was 56 and the check was 70, your chance would be 56/70, so you had a 80% chance of making it anyway.

If you manage to talk your way (or pay) your way into the memory den you'll get the quest that way regardless if you have it started already or not.

You know, thinking on it, this would be a pretty interesting potential scenario for a future addon: [sp]Kellog's remaining consciousness[/sp] takes over [sp]Nick[/sp], who flees to a new area on the other side of the impact crater (or accompanies you or someone else there on other business) before mysteriously disappearing. After an extended series of events, you find him and have no choice but to destroy [sp]Nick's corrupted body[/sp], but you, possibly with the help of someone else, are able to recover [sp]Nick's AI[/sp] and transfer it to either [sp]a new gen 2 synth body if you destroyed the institute[/sp] or [sp]a gen 3 synth body if you either sided with the institute or aren't on bad terms with them yet, making him effectively human again[/sp]. Completing this questline rewards you with the various new weapons, mods and armor you found along the way, several settlements in this new area, and one of two new companion perks for [sp]Nick[/sp] depending on [sp]which new body you moved him to[/sp].

IIRC their pathfinding draws a spiderweb around the settlement and it refreshes every time you zone in, but sometimes it fails to refresh correctly and they can end up stuck either where they last were, or at the origin point of that settlement. If they're in other parts of the area, the only node they can see is that one, so they all gravitate towards it. Basically they think they're stranded until the pathing tells them they aren't and shows them where they can go again.
They all point at you and scream like unearthly creatures have taken over their bodies.

You've arrived in the incorrect place, you should have spawned inside your house, the same place you always do, as you've put a fast travel mat there. A much more disturbing fact comes after the initial confusion, your settlers are just... staring blankly, swarmed in front of you like moths to a light. You try to speak to them, but they do not respond. Then, one by one, each pair of eyes flickers that deathly yellow glow. Blast! Where's that webm of a bunch of synths activating when I need it. :/

In Fallout4Prefs set bDoDepthOfField and bScreenSpaceBokeh to 0 Unless you meant just disable ingame, then you're SOL.

I actually feel somewhat like Fallout 4 would have been great if they'd made it more 'set character'-based and had it be another spinoff. And hey, why not name it after one of the most important factions in the game? Fallout: Institute. It works pretty well.

Im actually so stoked to start making mods for Fallout 4, I really want to add custom levels though so I can make a total conversion mod.

Is it just me or does anyone think the Bokeh Filter in Fallout 4 is shite? I like Bokeh DoF but it looks meh in this.
I wonder if there will eventually be a mod that lets you equip Power Armor Pieces on yourself. Would be kind of neat.
