in all honesty one thing bethseda did right is justify the state of the commonwealth in fallout 4. it's obvious they wanted to have a fallout 3-esque hell-hole wasteland, but realized it was kinda silly to be that way after 200 years, so they made neat little concessions and actually have some nice details filled in on why things are the way they are. the government backstory is actually really neat, and has far more thought put into it than anything in 3.

Everyone is talking about art style but I think Bethesda really screwed the pooch with factions. Factions don't really feel "big" in Fallout 4. In New Vegas, there were NCR camps everywhere, (Radio stations, camps, Hoover Dam) with each one having their own unique characters and quest lines; the same went for the Legion. They actually felt like spanning armies who were "settling down" in the Mojave. In Fallout 4, for the BoS, there's the Prydwen, the Airport, and the Cambridge Police Station. None of them have their own unique quests except for the radiant quests. The Railroad has one HQ and no quests other than radiant. Same goes for the Institute. Also, wearing faction armor doesn't disguise you anymore.
I think the BoS only having two areas is fine since until the Prydwen arrives they had only sent out a small scouting party, who had been whittled down over time. The real bummer is that there's only 3 real towns, Diamond City, Goodneighbour, and Vault 81. And Diamond City and Goodneightbour act like they're different neighbourhoods in the same town, the way they talk about each other.

Quincey should have been a town run by the Gunners, and Covenant should have been a proper town and not a fancy settlement.

Fallout 4 has so many unique assets I can easily see modders having an easy pool to make their own vastly unique areas. Very excite. it seemed like effort would be more properly distributed if a team made a Fallout 4 mod that just takes place in the West- rather than remaking a game that already exists.
