Yeah. Except for the more or less complete lack of farms and water purifiers, Fallout 3 had a much more coherent world. Which is saying a lot because it was not great in that respect, either.

Or you can just never go beyond the one Minutemen quest with Tenpines Bluff, so that you don't have to keep track over all theses settlements until you feel ready to take charge of it. I just take special care with Sanctuary and another settlement that can give me a steady supply of crops for adhesive and purified water.

Is anyone else sad that raising the radio towers around the Commonwealth doesn't bring Galaxy News Radio to the land? Like seriously, make it so you have to raise the one closest to D.C. to get it started and each tower you raise increases the range until the entire commonwealth is covered. If Three Dog is still telling people to "Fight the good fight" he'd be fucking thrilled to get his range extended.
Plus Erik Todd Dellums would probably be happy about it too.

I think it makes up for it when you can put the automatic fire mod on along with a two shot laser musket, then put the scatter mod on to create the poor mans laser gatling puntgun. Then it's just too funny to care about.
