It's nice that Obsidian went out of their way to write backstory of so many secondary characters but the way it's introduced is unnatural at best. The characters who do tell you their backstory in Fallout 4 do so because they trust you, because you convinced them or because they want something from you.

Simplifying most of new vegas dialogue to these lines is quite petty of you. Those were usually aditional dialogue that you rarely were forced to pick. After playing Fallout 4, I noticed how often those particular dialogue options came up and thought of how strange they'd be if they were voiced.
I always found it weird how so many people living in a desert wasteland are so open to talking about their life story to a random guy who ran up to them and suddenly asked them.

In Fallout 4 pretty much nobody will talk to you about their life story unless you're charismatic enough to convince them or they consider you their friend, with some exceptions like Abernathy who wants something from you. Proctor Ingram will practically tell you to fuck off if you ask her about her legs with low charisma.

Complaining about characters talking to you in a rpg is as silly as complaining about people not being bothered with you entering their houses in classic RPGs or no one minding you breaking vases in Zelda. It's a game, people. I even remember some random Gunners telling me to back off without shooting at me either.

Giving them a weapon with rarer ammo has more weight to it once that shit is actually consuming stuff. I just feel like it's removing another small bit of the world that gives it some depth. It's so fucking easy to make caps and keep your ammo stocked anyway.

There are people who don't like talking about themselves in New Vegas... they're just in the minority, as they should be. Generally people who have something to hide, or have some kind of guilty conscience.

So what you might consider "hey he's giving me his life story out of nowhere" might just be someone trying to impress/scare you (almost everyone in Freeside) or lying to make things look better for his faction (Vulpes about the attack on nipton) or just to stop people from bothering you (Boone about his wife) There are plenty more examples, those were just the ones in the top of my head.
If I walked outside right now and asked the first random stranger to tell me all about their life story they'd likely tell me to get lost. I don't know how much human contact you have every day but typically if you try to ask people about their life like you were on an interview with them they'll think you're a weirdo and not respond. A lot of people in New Vegas don't even wait to know you or be introduced before they start talking about their life story, they just immediately jump on the occasion and start talking, even if you've done literally nothing for them. It's a really awkward way to implement that kind of writing into the game.
