In all seriousness, is there a way to reset the level of an area to your current level? Maybe even the entire map?

I wish nifskope would have a fucking blog or something, it's really hard to track the progress of the format update through sporadic reddit posts. Caliente (ie: the #1 source of nude mods) seems to be one of the masterminds behind getting the new file formats working, so as you might imagine he's putting that to use in predictable ways. It's like the ultimate irony that there's this blossoming of teamwork and all it amounts to it titty/booty mods while ranger armor and various enclave armors sit on the backburner waiting for news. It'd be fantastic if Bethesda just released their in-house Nif tools, they clearly must be working with their own program, it really sucks that all modding hinges on nifskope.

Maybe it's a drug you take, or something you build in a settlement that level-resets all adjacent areas within a certain radius. In the case of the second one, maybe it's something that locally disperses specially modified FEV into the atmosphere, which powers up both allies and enemies in a certain range of that settlement. [editline]t[/editline] You find the schematic for it either in the institute's FEV lab or in Virgil's cave, with the explanation that that's what they wanted to do with FEV all along, but could never test it on the surface. It would require one "Modified FEV Sample" to build, and there would be a few in the lab, but you can also make them yourself by extracting raw FEV from mutant hound meat by diluting it with acid, and then neutralizing/sanitizing it with RadAway and antiseptic. So, at a chemistry station, you'd get a new "Modified FEV Sample" recipe which calls for 3x mutant hound meat, 3x acid, 1x antiseptic and 1x radaway. Use it to make a "Modified FEV Dispersal Unit" in a settlement, and slowly everything's level will start to climb both in that settlement and a good distance around it until they're five levels higher than you. Some things like deathclaws will mutate into appropriately leveled forms too.

It'll be Bethesda.net where people upload files, and there will be no script extender stuff and no adult stuff. They'll probably include their own publishing system with the GECK tools, so it'll basically just be new item/armor mods and gamplay tweaks, anything that relies on geck tools and the standard file formats.
