Yes, they recently made a lot of the primitives (i.e the basic blocks) texturable, so you can make it look like wood, metal, covenant, forerunner, etc.

The above videos were before that, which is why everything looks so flat.

You can also change the colouring of the objects and also the shading (glossy or matte), although those were there from the start.

You need to define "cheap" since that doesn't give anyone an amount of money to work with to help find you a laptop.

I have a two year old "gaming" laptop that can play the game fine at low/medium 1080p. It has a i7 4720, 8gb of ram, and a GTX 860M. Cost $950 when I got it.

2. when you have enough req points, buy the gold/silver/bronze packs (its a good idea to start with bronze, then silver then gold).

i tweeted tom french asking if there will ever be req points for games (maybe add req points for custom game with like a req point cap so you cant abuse it)

If you go to the Resource Monitor (Bottom of Performance Tab), that gives you ultimate control over processes and also shows you suspended processes for when windows just randomly decides "Hey, I'm going to make this sort of available for next time."
