You wouldn't be dressing your actors in the actual armor so I don't see how it would be restricting. Have you looked at any Star Wars game? The Stormtrooper armor constantly clips, especially at the elbows.

Shoulder pads are a concept that sounds and looks great, but in practice is a complete waste of time, weight, and restricted mobility. If you're gonna do pauldron-like armor, set it as low as you can, and have the upper edge curve in so that the user can at least lift their arms above their head. Armor advancements don't focus on making the material more bullet-resistant. They focus on making the material lighter. You can have the best protection in the world, but if you can't move, then you can't fight. Remember kids. The problem with 343's design and pauldrons is that 343's is actually bulkier than the original design from Halo Wars. With the original I can easily see the pauldrons capable of slipping over the "harness" (not sure if there's a better word for that, sorry), which is visible in the artwork SpartanXC9 provided. Unfortunately as I said earlier, 343's design is bulkier and wouldn't have the same capability.
My favorite pauldron style was Romeo from ODST. Realistically, armor doesn't have to be so extreme that one shoulder is moved onto to the other, but you can also note that the left shoulder is protruding just enough for Romeo to be able to toss grenades (which is honestly all the flexibility he needs).

It is kinda weird that it's supposed to be a super power armor but it's not really apparent where any of that super strength is coming from. The only thing it could be would be the undersuit having artificial muscles like the Crysis nanosuit or something like that. The outer armor is just armor. Halo 5 had a awesome soundtrack, great scenery, and lastly the return of Blue Team. In the sequel, I hope they improve upon the story formula because we are going to be on the Halo rings and I don't want them to mess it up. I'll be glad if they continue development with half-a-year/another year. Plus, I doubt the story will be godlike because Brian Reed is the lead storywriter.

Last i recall, YOU were the one that hated games for as petty reasons as armor design, art design, the 3d models, etc. I'd like you to go back, and re-read everything i've typed. Please highlight anything i've said where it is implied or otherwise stated that i hate halo or think it's stupid because of the armor pads. Please. Do it. Right now. You cant. You're blowing this one a little out there though. I mean, he's not wrong. If we stuck to practicality the whole time, a lotta shit in Halo wouldn't make sense. The gigantic human weapons for example. No reason they should be that big 500 years in the future, besides to look good on a Spartan. Sometimes you just gotta sacrifice for the rule of cool a little, to make things look better. And imo, when he's not complaining about 343 stuff, Spartan has a lot of really good ideas. That galactic conquest-type forge game was fucking brilliant.

I was telling him that it was the other way around; it being smaller would actually, in practice, be a good thing.
