Well, it will have nothing to do with the current Five Nights at Freddy's 4 game, but will be something completely different. Best guess is a new IP.

Maybe it would be different but I doubt that I would, I am against milking a series..or sequels in general unless needed...mainly to games I would make.
Personally I would probably just jack up the price. But however, in order to get some bang for your buck I would probably make a sequel for the first game, make a custom engine that is suited to the game concept. Add as much content as possible, plug in all the questions in the first one and basically add some re playability make the game longer. Add some cutscenes etc.
I don't think people play it for the horror after 2 I think people just want to find out about the lore. At least not the kiddies, but that's me since I just watch people play.

But it's an update/DLC to Freddy's 4. Why would you create an entirely new game/IP and then add it as a DLC to an existing game? It's like releasing the entirety of Half-Life 2 and marketing the game off as a DLC for Mario Kart. It's not a good guess at all.

Scott stated that the Halloween thing would not be an addition to any of the current games, neither a sequel (or a prequel), but rather something new, and a new franchise is my best bet.

It won't expand on Freddy's 4. That means it could still have something to do with the other three games or the series as a whole.

in all seriousness, i doubt it's a new IP, it'll probably be a DLC or game that's not focusing on FNAF4's plot
I really wonder what he's going to do after FNAF. Every other game he's made has been either free or a complete failure, so he might be scared of trying again; but really, he could probably never make a game again at this point and be just fine.

I don't think that [sp] the bite to his youngest kid caused Purple guy to start killing. Because from the mini-game, as you said. Makes them sound already possessed, and the kid certainly saw something. It might have caused him to ramp up the murders though.
Also. Something feels off about the mini-games. Why would the kid run away from the guy in the suit, and why would the guy in the suit charge the kid and knock him to the ground? I think something else than murdering is going on.[/sp]

Scott could just be done with FNAF4 in general; since whatever he has planned for halloween or whenever won't be a sequel or a prequel..... there could be a small chance of a new chain of FNAF styled games; considering FNAF4's title is the last installment/final chapter, my 6 cents on it Lol
EDIT: and also why would people want him to stop making these games? i'm pretty sure the vast majority of people that play them ACTUALLY enjoy them, it's not like he's releasing a damn social disease, maybe he just likes to work on them fast? i mean he released all 4 games in the past 2 years with very little bugs & glitches, that's pretty impressive for an indie developer if you ask me.

There won't be a DLC or an update to Five Nights at Freddy's as Scott already stated, he is happy with the game as it currently is, and he is going to do something else for the halloween release.
