If you're DLC-less player, you won't meet him at all, if you have 2 or 3 - you get him only on Overkill and higher, with very low chance, and so on...

It's ok to have unrealistic explanations for why he can shrug off bullets without a helmet/compromising his aesthetic, it's not goofy like a comically large shield is. Plus I don't think a 12 ft adamantium shield would be practical/viable irl either so if we're bringing realism into this that doesn't fit either.

Maybe the new enemy doesn't have a HP bar, instead he gets knocked out after enough damage. All the damage inflicted on him is registered into the Crimefest, the more he gets mauled the more we gain.
And then scriptkiddies just deal billion points of damage in a single hit and ruin everything.

thats stupid, because theres those pirate perfection hackers that can spawn hundreds of dozers and kill them all instantly with hack/godmode, so whats the point? the bar will progress fast and we will get all goals in the first day or second day, i dont like the idea of killing specific enemy to achieve crimefest goals, i dont like the idea of buying stuff like in hypetrain either, overkill should come up with something else.
Just make it free without any gimmicks.

I don't think this years crimefest will be goal-based.
I mean it starts in october and last year we had like 2 months to achieve the goals, same with hypetrain I think, so they might just add content for free
If it is goal based, hopefully it's not an awful idea that'll backfire like the last two.

Add a few simple checks serverside and it could work moderately well.
For example, if one is about killing dozers, check if it's gone loud, how much time has passed, and difficulty. No matter how hard you try, you can't get 4 dozers after 2 minutes in DW, and you definitely can't get 100. So just throw that one out, or even block the sending steamID.
Sure, some hackers may still 'follow the recipe' and wait till loud, spawn only a few and then one-shot-kill them. But that way damage is very moderated, and only gives a slight advantage that takes time to execute.
(And ban cook off/howhowhow scores because idunno how to make the above work for it)
