The shields protecting Winters have a damage cap of 400, Winters has an 800 damage cap.
That's for Deathwish, I believe.
Yeah he is like a mini boss encounter that just isn't fun. He does seem to run away when you deal enough damage to him. Also the shields seem to block all damage so you have to get behind them (although there is a smaller slot you might be able to shoot through). I managed to get him to leave with one RPG to his back I think. I'll post a video when youtube finishes processing (although audio didn't record, at least you can't hear me whinge about it).

All right. I'm back from an encounter with Winters and I can finally speak about it. I'd just like to say, Coyoteze, the work you do for this game is top notch and I love it... But for the boys who do the rest of the work for the other parts of the game, I really can't say the same for.
Winters is probably the most underwhelming and disappointing thing I've ever had the misfortune to experience in this game's history. And you know, I was fully expecting it, because the SWAT van turret was the biggest hint towards Overkill's standards of anything new regarding enemies. Winters is literally nothing more than a beefed up shield that announces his presence with a rather dramatic megaphone announcement, and then proceeds to dig in with his special shield-using cohorts, and stay there preventing an assault from ending until he's dealt with.
I was playing Cook Off, and he proceeded to dig in in the middle of the street. I saw more than a handful of shields of surrounding him and proceeded to just throw a molotov at that mass of steel and let them burn instead of waste sniper rounds shooting through them. After about ten seconds of that, and gunfire from my allies, nearly all the shields were dead, and Winters announced a tactical retreat. An ally pursued him and proceeded to kill him as he was fleeing, and so was the end of Winters.
How long did conceptualizing and developing Winters take from the initial announcement we'd be getting a new enemy? Almost a year?
Why? How? This took that long, for a beefed up shield that just spawns with more beefed up shields? This just feels like a stain on the game, and a scar on what to expect of Overkill's creativity. At this point, I'm only looking forward to the inevitable ports of the heists from the first game, and that's about it. I just sort of lack the confidence and trust Overkill can do something new and creative new if Winters and the SWAT van turret are examples of what to expect.
I'm gonna call it: I bet that the majority of the time "the new GenSec enemy" was in development was not spent on Winters.
If Overkill seriously even actually has been trying to implement a new enemy that's not those abhorrent turrets ever since Crimefest, then the only reason I can see for the final product being this underwhelming is them simply not coming up with and being able to implement anything better, leaving Winters the last minute half-assed project they only put out to say they finished something before the deadline.

Ok, I've seen enough, I got exactly what I expected, but I have 1 question:
How is a non-DLC player like me supposed to take Winters out? Not like I'm supposed to freaking solo him, but come on, I can't even dent em. Shields all around forming a goddamn bubble full of fuck you.
Is this another thing I'm supposed to give the T.W.A.T van treatment(ignore)?
Also, Winters, new? Please, it's as new as an added melee weapon.

I refuse to believe it is. What Winters is couldn't have take more than about two months. And this apparent emphasis on audio Viklund mentioned seemed off too. He speaks on a megaphone, but that's about it. There is nothing interesting about the audio regarding this enemy, nor does it play a big factor in his role except announcing his entry and exit.
I always thought adding a "new enemy" was a dumb idea since it was announced. How did they plan on creating a new enemy that was unique and didn't fuck up the game balance. There are only so many "new things" you can add to the game before you fuck it up big time.
Here's the stats for the shields surrounding him:

They have headshot multipliers of 5, and Winters attempts to flee at 20% health. As you can see it's a very exciting enemy to fight.
To get rid of winters, all you really need is molotovs and an RPG if you wanna get rid of him quicker.
So basically a bunch of Shields that have the HP of a bulldozer?
I'm really disliking this trend of enemies getting health variations on all difficulties. It was a bad idea to do it on one difficulty, it's not getting better by doing it on all of them.
I have been curious about one thing since first watching the FBI files video.
Why does Commissioner Gordon say "My own Captains" if its only just Winters? Are the other shields with Winters supposed to be Captains as well?

An idea a friend of mine had was that if Winters is supposed to be some sort of supershield maybe we're going to get supertasers, supercloakers, etc, as this storyline goes on.

I expect a new DW sub-difficulty level soon, where all enemies have damage caps at 10% of their health, even snipers.

does chasing and killing him prevent him from re-spawning for the rest of the match?
Does the damage cap apply to all weapons? I shot one of his shields in the head (not through the shield) with the WA2000 and according to my HUD I did somewhere around 1,200 damage and it killed him. He was already weakened though.
On an added note, damage caps are fucking stupid. Why did you bring them back after that mess with the SWAT van turret?

It should apply to all weapons, there's one defined for bullet damage and the explosive damage cap just uses the bullet damage cap.

I don't really care for the FBI files. Some people might enjoy that, but Winters is garbage. That half of the update is a real letdown.
One thing I wouldn't mind seeing is enemies that put out emplacements. Specifically was thinking of tasers putting out taser walls. Basically stick them in ambush spots and when a player runs by, it acts like a normal taser. It'd be small and hard to hit, but it wouldn't be garunteed to have anyone around to actually support it with gunfire.

winters is a snorefest that just huddles in a corner with his shield-pals. also best to ignore him if no one has any dlc weapons.
so yes, a let down. well, i wouldn't say a let down, really. i was kind of expecting to be underwhelmed so it really isn't too big a deal for me.
the trailers really seem to be the best parts of these updates. why can't they make a comic book inspired animation series to expand the storyline instead of coming up with half-assed new enemies? or maybe fix the shit in the game that has been in need of fixing for some time now? that would be great, too.
