I'm getting a lot of mixed information right now about Winters, so I thought I'd ask here since most people posting here are veterans.
Can we agree that he isn't remotely close to being a challenge even in DW where the most threatening thing about him are the dudes he buffs?

Yes, Winters really needs some "oomph", I dunno, make him do different formations.
When he's on the map, make it so all Green Bulldozer spawns are replaced with Skulldozers, normal shields are replaced with the "Gensec" shields, and mix the Gensec Elites in with the Tans. They'll still have OVK health of course, but it'd at least make things more interesting while he's chilling with his merry men.
Alright, after a clusterfuck that has been Firestarter D3, I can finally say that I've had my first encounter with Winters. And all I can say is...

I honestly expected something more from a thing that was supposedly in the works for a year. The so-called "voiceline emphasis" is actually his random lines announcing the units getting a slight numeric buff to stats. One thing I dislike about Payday is that difficulty boils down to numbers. Amount of units, amount of enemy health, amount of monetary reward, amount of fucking everything. I wish we finally had an actual difficulty-altering thing instead of a number trick - it got boring after Death Wish came out.
As for expecting something more, this shield-phalanx gimmick could've been replaced by something more creative.
First, let's ask the question: Where can Overkill go to from the current position? We already have a tank (Dozer), a shield (...well, Shield), a glass cannon (Cloaker), a walking interface-screw (Tazer), what else can you get?
Well, there still isn't a solid solution to area denial (other than flashbangs, Jesus fuck, OVK, please remove this cheap fucking difficulty trick or at least rework it into something counterable), and that solution could be, for example, a unit equipped with a gas grenade launcher. Or really almost anything else than Shield 2.0.
Winters is pretty lame. His phalanx needs to roam more, be a wandering force, a constantly mobile threat. Instead he shows up, yells at you, and then scarpers once you kill his mooks.

Overkill is very much one of the many companies that most of the time has the mentality of a 5 year old. Never admit you did something wrong, lied, or made a mistake, even if your hand's in the cookie jar. Pretend everything you have ever done is perfect and has been universally positively received and ignore any evidence to the contrary.
They also don't like going in and fixing old content. They have to practically be forced to fix issues or recreate content, and they're fond of the idea of promises but not keen on actually delivering them. Instead, everything gets placed on the backburner so they can churn out more weapons and heists.
It's kinda funny how we had to wait for a new enemy just so they could do shields correctly. Like if you think about it that's how shields work on real life police assaults and riot control teams. They go into position all together and advance.
They don't stray off like a bunch of numbnuts alone to random ass directions.
Oh, and another thing, Winters apparently has a really high explosive damage multiplier, so yeah he's weak.
I think Winters is actually a pretty cool idea, I just wish he was slightly less underwhelming to fight. His little shield brigade has pretty lame health (a couple of grenades can take most of them out), and they just kind of sit there uselessly where they spawn. They should push forward aggressively, cop spawn rates should be upped, and should actually feel like they're coming to end you.
I kind of was hoping for a more standard special than a 'huge epic mini boss' though, something you'd see commonly like a Taser or Cloaker, not a once-per-heist gauntlet that appears only on certain maps(?). Was kind of expecting Overkill to go big though after the whole SWAT van turret deal.
So, is there suit customization? How do I access it?

He's only a threat if you don't know what you're doing. Our team had no problems dispatching him even on DW because we knew exactly what he would do and planned accordingly.
So how exactly am I supposed to kill Winters? Unlike everybody else, my friends and I seem to be having a lot of trouble with him. We've only managed to kill one of his shield buddies out of four encounters with him. I don't have any weapon DLC. My friends don't have any weapon DLC. We're not going to buy any weapon DLC.

do what we did
we didn't bring any special DLC weapon and just shot them in the back
that can't face two directions at once so it's kinda really easy to just kill them with rudimentary coordination

i actually tried to stand still to get them to kill me on dw so i could start swan song and they couldn't fucking figure it out this is the levels of non challenge we're dealing with here

Try the Stryk or something, that shoots pretty quick I think. I only have like 2 DLCs and once he spawns, me and the pubs just run at him and kill him. Our record time so far is 23 seconds from the announcement to him dying.
So the buzzer works on Winters and his squad. You can tase them and finish them off one by one.
Also did this update increase dozer spawns every game I've joined just throws them at me.
I haven't played Payday since the flamethrower got added. Would anyone be kind enough to give me a quick recap of what's been going on since then?

Archery, an autosniper, badly designed new enemies, and a really crappy promotional pack. Also PD2stats got completely redesigned.

Very broad strokes stuff you could get better elsewhere, although it does clarify some things at least, like why they haven't really faced any consequences for the shit they stole in Meltdown. It's really just 95 percent flavor text that you can read slowly in an hour or less. Like I said, underwhelming. I guess they intend to keep updating this, but honestly I wouldn't be surprised if we find ourselves nagging Overkill to update the files with several months worth of shit that happened.
