I'd honestly hold off on Golden Grin and Sokol (if that's still attractive even after the Grinder nerf) DLCs. I usually only buy Payday 2 DLCs when they're 75% off, not lower. And Payday 2 has no shortage of sales, so I don't mind waiting for the next one.

Big bank isn't necessary, for now just focus on your weapon arsenal
I'd say buy gage shotgun pack, it's essential for the HE rounds, has many uses including the infamous judge shotgun with HE for dodge builds, also gage assault pack has GL40 and famas, I bought that at full price and never regret it, the famas is amazing and it also has a good melee for stealth (x-46)

Personally the Butcher mod pack is one of my favorite ones. Just being able to turn the AK into a single fire rifle that destroys most things in a single click is fantastic.

a map being able to be stealthed has in reality very little impact on how people play it, the general meta on payday 2 is to do something loud anyway

First World Bank is already confirmed to be stealthable from the leaked strings. Can't say anything about the other heists though, they're using PDTH objectives (as placeholders, I hope).

Always did seem odd that stealth in original wasn't possible. Guards were in perfect placement to hide the drill and sometimes manager was secluded

I wonder how the classic heists will be handled. Will they be a DLC? Will it be a L4D2 or Serious Sam HD: The Second Encounter situation where if you own the original game you get them for free? Will it just be free for everyone? Because, those are huge heists and they're practically remaking them to make them work in Payday 2. It being a paid DLC wouldn't be unreasonable for the amount of effort it requires for that many heists.

If there were no pagers at all then I might be willing to stealth things, but as it stands most stealth things end up being just a tedious waiting game while you fight a losing battle against desync.
It feels like a waste to do stealth in this game while you've got some of the most tight gunplay right around the corner. A bit eccentric with the stat management you have to do for each gun before you actually use it and other little skill tidbits, yeah, but very fun. Most of the time a mission's not even hard enough to warrant a no combat stealth approach.

That's not true at all. Depending on how easy it is to do things quietly, you can be damn sure if there is an option to do something quietly, people will prefer it over loud. Just look at Trustee Banks and how difficult it can be to find a game that isn't being done quietly. There are some exceptions, like Big Bank, but it definitely has to do with the overall difficulty of stealth.
