Looking at Starbreeze's stuff, PD2 is the only thing that's giving them money, past investors. They, quite literally, [i]need[/i] the money.

The whole point of Payday series is to shoot cops and get cash. That's how it was since the first game. What doesn't make it repetitive, though, is thousands of weapon and skill combinations that suit the playstyle of every player out there.
Broken, maybe, but remember that no game is free of bugs. Bugs are included in every single game you play, and while it may seem like it's easy for devs to fix them, it's actually not that simple (as Coyote said before)
As people said here, just stop playing if you don't like the game. Find another game and enjoy it. Killing Floor, Warframe, anything. No one's holding you, dude.
As you many people know, I tend to say negatives things about this game, not because I don't like this game but because I want it to see grow well. And for that it requires a lot of time and effort to take every content done so far and make it fit perfectly in the game without breaking in any way.
Payday 2 is a fresh idea that could be bigger and better. Sadly many of those elements that makes it big either have some problems or just plain don't work very well. Making Payday 3 won't fix anything since it could be build on top of the old games and in the long way it will repeat itself. Before moving in another Payday, Overkill, should focus in making every part of it stay properly polished. But to do that it requires time, effort and money. Money can be done by releasing DLCs, but that also takes time and effort. Making it more content to fit properly in the game. In the end we have many DLCs that plays differently, like weapons DLCs that require complete achievements to unlock their mods, other depends of a card system that doesn't help (Like getting XP or money cards), we also have the courier DLC that brings some weapons mods faster but eventually you will have the same mod more of 50 times. The daily challenges are a nice way to fix those problems for example, but requires more variety and the old systems to be removed or merged in some way.
I will like to continue talking about every part of this game and how it could be changed it. But there is still almost 2 years of content, so I will never know what else Overkill will come up with.
Payday 2 is like a Bethesda/Gamebryo game. It looks and runs bad, balance isn't perfect, there are things that looks unfinished or just were leftovers but still is being played because it has some form of modding community to keep it fresh or it's just fun to play, regardless of all it's problems.

I'm sorry for getting a bit aggressive in my last post. This overbearing DLC stuff is just specially shitty for me since I'm in Argentina, money's harder than hard to come by here.
Not to get even bitchier about things, but when my bro bought me PD2 for some fun co-op gameplay after he moved out, I was fucking ecstatic. Going into the inventory screen, opening up any of the menus reminded me that I didn't really buy the game, but something more of a platform for the real content that was locked behind some pretty significant paywalls. That's how I felt staring down all those DLC items, DLC missions and later on, DLC characters and DLC perk decks and yadda yadda.
Personally hits me as the wrong way to handle DLC, and the best way to describe it according to my personal beliefs is evil.
Guys I like the game
When I say it's repetitive,I mean even if one of the main goal is to kill cops,the rest of the game shouldnt be about holding f/whatever your interaction button is to progress. Something I liked was the last part of The Diamond. Instead of just putting the diamonds in a vault that we have to open with a drill/thermite/whatever,they made some kind of minigame where you have to remember the good path to the diamonds.I really liked that because it was one of the only objective that was innovating compared to the rest of the game. Another example? They could add some kind of lockpicking minigame like skyrim and maps like the H&T bank or any other heists that have deposit boxes/anything you have to lockpick more interesting to play

We don't know the specifics but if Payday 2 is being milked to prop up all of those other projects beyond Overkill that's pretty bad really. Another thing comes to mind - on several occasions Almir has stressed that Overkill are a small company. It's plainly obvious to anyone who follows Payday 2's development that this has its drawbacks. So why are they currently working on three (announced) games, surely that's not a good thing when there are still issues with just the one?

Considering potential solutions are better than bitching about it blindly. How about a potential solution to the Card RNG system?
Maybe have a set of Objectives like side jobs but without a time limit and in bulk maybe include the achievements and a Me vs The Law kind of challenges.
Buff the rewards given by sidejobs increasing the amount of cash that you get from a meager 25k into at least 100k or possibly a random amount.
Add XP to the potential rewards list and maybe have it be random on the content of rewards and amount of rewards (Could get [Cash, Weapon Mod], [Cash, Cash], [Weapon Mod, Weapon Mod], [XP, Cash], [XP, XP] or what was listed here but with 1 or 3 rewards)
As for the card system remove it entirely or change it into a here have this instead of choosing for an already determined item/cash/xp.
I mean of course I'm sure my idea can be improved but hey at least it isn't the same old complaints

Also there are so many more items than at launch but besides daily jobs for mods we're getting them at the same rate, or even slower with some heists. Longer heists should reward more items than a 20 second Jewellery Store rush.

I think this'd be the best way of solving mod drop issues short of triplifying the number of side jobs you get per day or something ridiculous like that.
Also; PD:TH always rewarded you on the go. The game was a lot harder and missions were that much longer, so you had to get some type of reward for atleast getting to certain objectives.
Why not have some part of that implemented into PD2? PD:TH had a objective completion tracker by %. Let's say that you fail a Deathwish mission but you completed 50% of the objectives. You'd get a EXP reward based on what that percentage represents on a individual mission by mission basis, harder and longer missions giving you a bigger EXP reward for trying.
Plus, why not reward excellence? If you have the least downs or the most kills or the most revives or whatever in one given job, you get a bonus card drop or something along those lines.
How about we use the solution which has been mentioned many times and fixes both excess of money and lack of mods problem?
Instead of depending of cards we get a black market to buy and sell items. Items are free to attach and we only have to buy them from the black market store. Cards can be keep as a way to get free mods and if you don't want them you can simply sell them for extra money. Same goes for the daily challenges. Think of Gagecoins but with using money instead.
I think multi-day heists should go back to the old way of handling EXP by giving you experience each day of the heist with a bigger payment at the end. It encourages people to play the longer heists even if they end up disconnecting for some reason. Maybe do a card drop after each day too. Also it'd fix the issue where the bonus exp for Gage packages only gives you the experience for the packages picked up on the last day instead of all days.
Also, make the 3 cards actually work. Currently you get the same item regardless of what card you pick. Make it so instead of random cards you get one card with weapon mods, one card with mask related stuff, and one card for cash/experience. You chose the card and get a random item related to that card.
Also E.C.S.'s suggestions are good too.
I'm all for giving xp based on mission progress/bags secured before getting busted

Oh my fucking god, that drove me nuts. Like in the animation, the gun is loaded and the bolt action animation finishes, I sprint and boom, the gun is magically not reloaded.
