I blame Overkill more than anything for not having a proper tutorial. If so many people can get by without ever seeing that button at the top of the Skills page I wonder when it stops being the fault of idiot new users and starts being the developer's fault. In terms of game development if so many people consistently fail to see a feature like this then this is a game design failure. Who knows, I might have missed it altogether if I wasn't paying attention during Crimefest last year.

an infamy limit would also be kinda nice a level limit of 50 may block a 0-49, but it also blocks a 25-49, which is dumb

No other menu has an option up there. I only found the perks after going out of my way to look for them after hearing chatter about them online. Heck, I didn't know you could have multiple builds until a few dozen hours into the game.

Any expectations for what the new enemy is gonna be? I'm kinda hoping for a return of the Spaceman Dozer from PD:TH since it seems like something simple enough that Overkill would and could do. It would add a new decently threatening enemy while at the same time being relatively easy to balance, since all you'd have to account for would be their ability to sprint every now and then. Plus, I dunno what other police unit they could come up with short of dogs or something along those lines.
I still hope for a commander that will organize and buff regular police units and slightly impact heister performance
Nowhere in the game does it actually tell you about perk decks EXCEPT the text at the top of the screen, which many people will overlook. It's not that big a goddamn surprise guys, especially with how fast you can level nowadays.

[del]Bard Cop[/del] Megaphone Cop that provides various buffs to other cops.
Maybe a grenade launcher wielding cop that shoots tear gas at you. Or a bomb disposal robot with a LMG on it. Or a medic cop that constantly heals / buffs nearby cops.
New enemy is a perfect opportunity to release Big Fat Voice Update. Every heister needs lines for spotting it (or they are gonna call them "shit" and "eyy") The turret is kinda acceptable because it never moves and there is a big ass laser on it. But I guess the new enemy is going to be just like the original specials, so yeah.
New enemy is just a chopper that shoots missiles and has 2 machines guns. And the only way to destroy it is shooting at a very specific spot that you can only aim when it's shooting at you. If you destroy, the chopper will crash and will only hurt players. The fire is permanent and can destroy loot but the cops can move freely in the fire. What else we can add to make it more fun?

I would find it funny and refreshing if the new enemy is actually a kind of boss, a stereotypical 1970's/80's action hero working in the police who "follows his own rules". He drives a Falcogini and rushes in with dual pistols or an SMG or something and does sick moves all around, makes him hard to hit. The opposite of a bulldozer, you know. And while he attacks, you can hear all the cops outside screaming "Come on, hero, do it!" "Save the day again, super-cop!" "He's crazy pulling stunts like that!" "The chief's not going to like those methods of his... again" etc. And then he gets killed and you hear all the cops go like "aaawwwh" and "impossible!"
